On the afternoon of July 10th, continuing the program of the 35th Session, the Standing Committee of the National Assembly gave its opinion on the policy of organizing the National Assembly Forum on supreme supervision activities and the preparation for the Forum.

Comprehensive assessment of monitoring activities
Present a summary of the Report on the organization of the Monitoring Activities Forum. The National Assembly, the Secretary General of the National Assembly, and the Head of the National Assembly Office, Bui Van Cuong, stated that organizing the Forum is essential to continue adhering to the direction of reforming supervisory activities in accordance with the Central Committee's Resolution and the National Assembly Party Committee's Project and Conclusion on reforming the National Assembly's supervisory activities.
At the same time, a comprehensive assessment of past oversight activities will be conducted to propose solutions to improve the effectiveness and efficiency of the National Assembly's oversight in the future and to work alongside the Government in building and developing the country.
"The opinions and discussions at the Forum will be a useful source of information, providing additional scientific and practical arguments for amending and supplementing the Law on Supervisory Activities of the National Assembly and People's Councils," the Secretary General of the National Assembly said, while emphasizing the requirement that the preparation and organization of the Forum must be practical, effective, thorough, scientific, safe, and economical.

Regarding the forum's theme and topics, the Secretary General of the National Assembly has proposed two options for the Standing Committee of the National Assembly to consider and select. Specifically, Option 1 with the theme "Parliamentary oversight for creation and development," including: Topic 1: Parliamentary oversight is exercised through questioning, answering questions, and providing explanations. Topic 2: Parliamentary oversight of the implementation of parliamentary resolutions on socio-economic issues contributes to the development of the digital economy, green economy, and circular economy.
Option 2 with the theme: “Parliamentary oversight to promote democracy and control state power”, including: Topic 1: Parliamentary oversight of the implementation of the policy of decentralization and delegation of power, and control of state power; Topic 2: Parliamentary oversight in promoting democracy and implementing the opinions and recommendations of voters.
The Secretary General of the National Assembly proposed choosing Option 1 to suit the context as well as the actual situation at home and abroad.
Thorough preparation, appropriate to the actual situation.
The Standing Committee of the National Assembly basically agreed with the organization of the Forum and considered it a new initiative, very much in line with the important function of the National Assembly of supervision. In addition, it also meets the requirements for innovation and improvement of the quality and effectiveness of the National Assembly's activities, including its supervision.
The members of the Standing Committee of the National Assembly also agreed with Option 1 on the theme of the Forum, which is "Parliamentary oversight for creation and development".
Speaking at the session, National Assembly Chairman Tran Thanh Man stated that the 15th National Assembly had organized forums, seminars, and conferences that had a widespread impact on society and were of interest to voters and the people. This forum is a suitable activity to enhance the National Assembly's oversight, in line with the National Assembly's functions of legislation, supreme supervision, and deciding on important national issues.

Acknowledging the extremely positive preparations by Vice Chairman of the National Assembly Tran Quang Phuong and the National Assembly Office, the Chairman of the National Assembly emphasized that the preparations must be thorough and appropriate to the actual situation of the National Assembly's agencies; setting a large scale, broad scope, comprehensive and inclusive, in which the theme and content of the Forum also need to be carefully considered and discussed, focusing on core issues that need to be resolved.
Through the Forum, specific and valuable recommendations must be put forward for oversight work; ensuring the practicality and feasibility of solutions for the socio-economic development of the country. The Speaker of the National Assembly also noted that funding must be ensured to be spent correctly, sufficiently, openly, and transparently.
Concluding the session, Vice Chairman of the National Assembly Tran Quang Phuong stated that the Standing Committee of the National Assembly highly appreciated the preparations made by the Secretary General of the National Assembly and other agencies; and agreed with the principle of organizing the Forum as well as the presentation, plan, and draft resolution.
In the spirit of the National Assembly's Forum on oversight activities, the majority of opinions from the Standing Committee of the National Assembly supported Option 1 with the theme "National Assembly Oversight for Creation and Development". The Vice Chairman of the National Assembly noted that it is necessary to study and design two appropriate thematic topics, especially one topic on overseeing the implementation of policies, laws, and resolutions of the National Assembly on socio-economic development. Based on the submitted papers, the Secretary General of the National Assembly will compile and report to the Standing Committee of the National Assembly at the August 2024 session to decide on the time for organizing the Forum.
Previously, under the chairmanship of Deputy Speaker of the National Assembly Nguyen Duc Hai, the Standing Committee of the National Assembly reviewed and decided on the adjustment of the medium-term public investment plan using central government budget funds for the period 2021-2025 of ministries, central agencies and localities; and finalized investment procedures for projects expected to be funded by increased revenue, reductions, and savings from central government budget expenditures in 2021 remaining after implementing the housing rental support policy for workers under the socio-economic recovery and development program.
