Enhancing the leadership role of Party organizations in State-owned enterprises.

The conference unanimously agreed that the Party Committee of the Bloc had planned, led, and directed the implementation of the summary work promptly and seriously from the grassroots level upwards. The summary reports were meticulously and thoroughly prepared, closely following the outline and guidelines for summary work from higher levels.

Accordingly, Party building work has been implemented seriously, systematically, and in accordance with regulations by Party committees at all levels. Political and ideological work has seen many innovations, paying attention to understanding and guiding public opinion, protecting the Party's ideological foundation, and creating unity and consensus within enterprises.

State-owned enterprises operate in many sectors and fields, playing a crucial role and occupying an important position in the economy.

Increase autonomy for state-owned enterprises to operate more efficiently.

The study, understanding, preliminary review, and final summary of the resolutions, directives, and conclusions of the Central Committee were carried out seriously and in appropriate forms, creating a widespread political activity within Party committees and branches.

Personnel work is implemented regularly and in accordance with regulations and procedures. Training, professional development, and updating of new knowledge are given importance, linked to job title standards, planning, and personnel placement. Practical experience summaries and theoretical research are strengthened. Party inspection, supervision, and disciplinary work are emphasized.

Simultaneously, Party committees within the Party Committee of the Bloc have led and directed corporations, general companies, and banks to boost production and business and restructure enterprises amidst numerous economic difficulties and challenges. Enterprises and banks within the Bloc have strived to implement various solutions in production and business, achieving positive results, clearly demonstrating the role of state-owned enterprises, contributing to curbing inflation, and ensuring several major balances of the economy.

This is also an important tool for stabilizing the macroeconomy, dealing with market fluctuations, fulfilling national defense and security tasks, and social welfare work; fulfilling obligations to the State, making important contributions to the national budget; and at the same time ensuring employment, increasing income and improving policies and benefits for workers.

Regarding future directions and tasks, the Party Committee of the Bloc has determined to continue strengthening the dissemination and raising awareness of Marxism-Leninism and Ho Chi Minh Thought; steadfastly applying and creatively developing the goal of national independence linked with socialism and the Party's reform line; and continuing to affirm and enhance the leadership role of Party organizations in enterprises, agencies, and units. In addition, it aims to improve efficiency and create a transformation in Party building work; and to focus on building and rectifying the Party and the political system within enterprises.

Party committees and branches continue to affirm and maintain their role as the core and comprehensive leader in the activities of enterprises and units; constantly innovate leadership methods, improve the leadership capacity and fighting strength of grassroots party organizations and the quality of party members.

Party committees at all levels should strengthen their focus on the grassroots, regularly exchange information, engage in dialogue, and work with party committees and organizations, paying particular attention to direct dialogue with workers to build close relationships between the heads of party organizations and party members, and consolidate workers' trust in the Party.
