The State Bank of Vietnam (SBV) has just issued Circular 01/2024 regulating the management of serial numbers for newly printed banknotes. This Circular stipulates that the management of serial numbers for newly printed banknotes of the SBV is carried out from the time the serial numbers are assigned, through the use of serial numbers in the printing process, until the newly printed banknotes are issued into circulation.
The circular clearly states the principle of printing serial numbers during the banknote printing process. For banknotes issued by the State Bank of Vietnam before 2003, the serial number consists of the prefix "serial" and a sequence of 7 natural numbers printed from 0000001 onwards.
For banknotes issued by the State Bank of Vietnam from 2003 onwards, the serial number consists of a series of 8 digits, where the two digits immediately following the series are the last two digits of the year the banknote was produced, and the next six digits are a series of natural numbers printed from 000001 onwards; each banknote has a unique serial number.
The printing and minting facility shall print banknote serial numbers according to the principles mentioned above. In the event that a defective banknote is discovered after the serial number printing process, the printing and minting facility must use a banknote with an additional diacritical mark as a replacement.
The principle of using substitute serial numbers is implemented according to the regulations of the printing and minting facility; the printing and minting facility organizes the storage and management of serial information for each type of banknote (including the serial number) ensuring accuracy and completeness of the elements recorded on the seals of newly printed banknotes, packages, bundles, or other packaging specifications prescribed by the State Bank of Vietnam, including elements such as the printing and minting facility, type of banknote, serial number, and year of production.
The circular stipulates the management of serial numbers of newly printed banknotes during the process of money delivery and receipt. Specifically, the banknote printing and minting facility delivers newly printed banknotes to the State Bank of Vietnam (Department of Issuance and Treasury).
The transfer and receipt of newly printed banknotes between Central Treasury branches; the transfer and receipt of newly printed banknotes between the Central Treasury and the Exchange Department and State Bank of Vietnam branches; and the transfer and receipt of newly printed banknotes between State Bank of Vietnam branches themselves.
The party delivering newly printed banknotes must prepare a list of serial numbers for each type of banknote as required, along with the banknote delivery record or delivery slip.
The receiving party is responsible for checking and comparing the contents of the delivery manifest with the actual delivery; if any discrepancies are found, the receiving party must notify the delivering party to agree on adjustments, ensuring that the delivery matches the actual delivery.
When newly printed banknotes are transferred from the Issuance Reserve Fund to the Issuance Operations Fund at the State Bank of Vietnam branch and vice versa, the warehouse manager of the transferring party prepares a list of serial numbers of the banknotes according to regulations.
The receiving party's warehouse manager is responsible for checking and comparing the contents of the delivery manifest with the actual delivery; if any discrepancies are found, the receiving party must notify the delivering party to agree on adjustments, ensuring that the delivery matches the actual delivery.
The serial number list must be signed by the warehouse manager of the delivering party and must accurately reflect the following elements: the delivering party, the receiving party, the type of currency, the quantity, the serial number sequence, the year of production, the symbol for the package, bundle, or other packaging specifications as prescribed by the State Bank of Vietnam. This list is prepared in two copies, with each party keeping one copy. The Circular takes effect from May 14, 2024.

The primary serial number is the serial number used to print on banknotes according to the quantity and structure of the annual print run. The secondary serial number is the serial number used to print on replacement banknotes for damaged or defective ones .
