In 2024, facing numerous difficulties and challenges, especially the strong impact of market fluctuations, intense heat, drought, and storms; however, with the attention and guidance of the Central Party Committee, the National Assembly, and the Government, the entire agriculture and rural development sector organized a strong transformation of thinking towards comprehensive development of the agricultural and rural economy , and most key indicators achieved and exceeded the set plan. The GDP of the entire sector is estimated at approximately 3.3%, the output and productivity of many key products increased significantly; the total export turnover of agricultural, forestry, and aquatic products and the trade surplus reached a record high of 62.5 billion USD, with typical product groups such as rice, vegetables and fruits, rubber, coffee, cashew nuts, and shrimp. By the end of 2024, about 78.7% of communes nationwide had met the new rural development standards, with 302 district-level units and 5 provinces achieving the new rural development standards. The number of OCOP products has grown rapidly, with over 14,600 OCOP products achieving 3 stars or higher.

In implementing the 2025 plan, the agriculture and rural development sector will continue to comprehensively carry out tasks and solutions; organize agricultural production in conjunction with extensive cooperation, develop diverse industries, and promote the integration of multiple values in agricultural, forestry, and aquatic products; and implement the National Target Program for building new rural areas in a thorough, effective, and sustainable manner. The goal is to achieve a GDP growth rate of 3.4-3.5% for the entire sector, export turnover of 64-65 billion USD; over 80% of communes meeting new rural area standards; 60% of rural households having access to clean water according to standards; and a stable forest cover rate of 42.02%.
In his remarks at the conference, Prime Minister Pham Minh Chinh acknowledged the spirit of overcoming difficulties, the flexible and creative leadership and management of the Ministry of Agriculture and Rural Development, along with the support of all levels, sectors, localities, and the joint efforts of the business community and people, which created outstanding results in 2024, contributing positively to the national economic development, ensuring social welfare and national food security. Building on these achievements, the Prime Minister requested the Ministry of Agriculture and Rural Development to continue to adhere to the Government's guiding principles, act decisively and creatively, and make breakthroughs in all fields. He urged the Ministry to promote the restructuring of production towards green, organic, and circular agriculture; and to organize the planning of raw material areas linked to the application of high technology to create large-scale commodity products based on leveraging the potential and advantages of each region and locality. Strengthening innovation in collective economic activities, expanding the scale of value chain linkages in production, processing, and consumption of agricultural products; focusing on building brands for agricultural products, strengthening trade promotion, removing technical barriers and bottlenecks in policies and mechanisms for agricultural development investment projects; expanding export markets, supporting localities in connecting and consuming agricultural products through retail distribution chains and e-commerce platforms nationwide. Effectively attracting investment resources for irrigation infrastructure and fishing ports; implementing comprehensive solutions to promptly lift the European Commission's "yellow card" on fisheries exploitation. Accelerating the process of building new rural areas, effectively implementing disaster prevention and control, and managing forest resources well.
