According to the National Center for Hydro-Meteorological Forecasting, from January 20-21, 2024, the Northern and North Central regions of Vietnam are highly likely to experience a severe cold spell, with mountainous areas experiencing extreme cold. The lowest temperatures could drop below 9 ° C, and in high mountainous areas below C, with some places even below C. From January 21, the Gulf of Tonkin and the Northern East Sea (including the waters around the Hoang Sa archipelago) will experience strong northeasterly winds of force 6-7, gusting to force 8-9. These strong winds are then expected to spread southward, causing rough seas.

To proactively respond to severe cold weather, frost, and strong winds at sea, and minimize damage, the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense requests the Steering Committees for Disaster Prevention, Search and Rescue in districts, cities, and towns; and relevant units to direct the implementation of response measures.

For severe cold weather:

Closely monitor warning and forecast bulletins regarding the development of severe cold weather and the actual situation to promptly inform and guide local authorities and the public to proactively take preventive measures, focusing on the following main points:

Instructions were given to ensure the health of the people, prohibiting the use of honeycomb charcoal stoves for heating in enclosed rooms to avoid casualties; and directives were issued to inspect and review plans to ensure the safety of students in boarding schools.

Strengthen propaganda and guidance for livestock farmers to reinforce barns, provide shelter to keep them warm, and stockpile feed; prevent and control diseases in livestock, poultry, and aquatic animals; and guide measures to ensure safety in the production of rice, vegetables, and other crops.

Provide information and guidance to visitors and tourists ; warn of the risk of frost and slippery conditions to ensure the safety of people and vehicles participating in traffic. Proactively organize specialized working groups to go to the grassroots level to inspect, supervise, and guide people on appropriate and effective preventive measures.

For strong winds at sea:

Closely monitor warning bulletins, forecasts, and developments of strong winds at sea; inform captains and owners of vessels operating at sea to proactively take preventive measures and plan accordingly, ensuring the safety of people and property; maintain communication to promptly handle any adverse situations that may occur.

The duty officer must maintain a serious and regular reporting system, compiling the results of the implementation and sending them to the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue, and Civil Defense.
