On the afternoon of September 21, 2024, in Lang Nu village, Phuc Khanh commune, Bao Yen district, Lao Cai province, the People's Committee of Lao Cai province held a groundbreaking ceremony for the construction and reconstruction of the resettlement area and handed over new temporary housing to the people of Lang Nu village.

Attending the groundbreaking ceremony were Mr. Le Ngoc Quang - Member of the Central Committee of the Communist Party of Vietnam - Director General of Vietnam Television; Mr. Dang Xuan Phong - Member of the Central Committee of the Communist Party of Vietnam - Secretary of the Provincial Party Committee - Head of the National Assembly Delegation of Lao Cai province; Mr. Trinh Xuan Truong - Chairman of the People's Committee of Lao Cai province, along with leaders of various departments and agencies of Lao Cai province; representatives of the Thien Tam Foundation of Vingroup ; leaders of Bao Yen district, Phuc Khanh commune, and especially the people of Nu village, who have suffered pain and loss recently.

Rapid deployment of temporary housing area.

Speaking to the people of Lang Nu village, Mr. Trinh Xuan Truong, Chairman of the People's Committee of Lao Cai province, reflected that Typhoon No. 3 (Yagi) was the strongest typhoon in the past 30 years in the East Sea and in the past 70 years on land, with many unprecedented characteristics: it was a super typhoon with very strong intensity (wind gusts up to level 17); it had immense destructive power; it caused destruction on land and maintained its intensity for a long time; its affected area was very wide, covering all 26 localities in the northern region and Thanh Hoa ; it impacted many people; it caused heavy and prolonged rainfall, leading to serious natural disasters such as floods and landslides in many localities.

In Lao Cai province, due to the influence of the remnants of Typhoon No. 3 (Typhoon Yagi), from the night of September 7th to 11th, 2024, moderate to heavy rainfall occurred across a wide area. The heavy rain, combined with water flowing from upstream, caused flooding on the Red River, Chay River, and many other rivers and streams in the province. Particularly from September 9th to 11th, 2024, many areas in the province experienced widespread and deep flooding, along with flash floods, landslides, and mudslides in many places, causing very serious damage to people, production, businesses, and infrastructure in the province.

During the days when the people of Lao Cai, as well as many other northern provinces, were suffering losses due to the effects of Typhoon No. 3, the spirit of solidarity shone brightly, reflecting the tradition of "mutual support and compassion," and "helping those in need." Hundreds of trucks transported goods and essential supplies day and night, and millions of messages of sharing and encouragement from people across the country were sent to the people and the Party committee and government of Lao Cai province. To date, over 5,600 organizations, individuals, and businesses have donated or pledged support to the province; this is a tremendous source of encouragement and a solid foundation during these difficult times for the people of Lao Cai province.

“On behalf of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee, and the Provincial National Assembly Delegation of Lao Cai, I would like to express my most sincere gratitude to the leaders of the Party, State, National Assembly, and Government; the central committees, ministries, branches, and organizations; the armed forces and localities nationwide; corporations, businesses, organizations, and benevolent individuals inside and outside the province; and the press and media agencies for their concern, assistance, sharing, special affection, and great and practical support to the people of Lao Cai province in overcoming the consequences of natural disasters in the recent past…” – said Mr. Trinh Xuan Truong.

The Chairman of the People's Committee of Lao Cai province stated that Lang Nu village, where many households suffered losses of life and property due to Typhoon No. 3, was completely swept away by flash floods. Due to Typhoon No. 3 in 2024, in Lang Nu area, Phuc Khanh commune, Bao Yen district alone, 35 households/158 people were affected and suffered losses, including: 53 deaths; 15 people currently receiving treatment; and 13 people whose condition is yet to be determined. 87 people were fortunate to escape the disaster by evacuating to other areas or working elsewhere before the landslides and flash floods occurred. Currently, the affected households have been arranged by the local authorities to stay in temporary housing with relatives.

Given this situation, Vietnam Television, the Vin Group Charitable Foundation, and the Lao Cai Provincial Party Committee and People's Committee have agreed on a plan to rebuild the Lang Nu village residential area. The rebuilding area, covering approximately 18.5 hectares, will accommodate over 40 households with hundreds of residents. The location for the resettlement area was chosen after consultation with the villagers and is not far from their old residences (about 2km), ensuring safety and serving as a long-term residence for the villagers while meeting their living needs, supporting production and business activities, and aligning with their culture and customs.

“Dear comrades and fellow citizens! Today, we are holding the groundbreaking ceremony for the construction and reconstruction of the Lang Nu resettlement area. This is just the beginning. With the determination to complete it by December 31, 2024, so that our people have new homes, there is still much work to be done, so difficulties and obstacles are inevitable. But with the self-reliance and resilience of our nation, of each individual, when faced with difficulties and challenges, the more pressure we face, the more we strive and overcome our limitations, “turning nothing into something, turning difficulties into ease, turning the impossible into the possible” to contribute to quickly overcoming the consequences of super typhoon No. 3, I believe that the reconstruction project of the Lang Nu resettlement area will soon be completed so that our people can stabilize their lives,” – the Chairman of the People's Committee of Lao Cai province could not hide his emotion...

To expedite the construction and completion of the project, the Provincial People's Committee established a Steering Committee and supporting teams. The Chairman of the Lao Cai Provincial People's Committee requested that the Steering Committee, supporting teams, local Party committees and authorities, consulting units, and construction contractors closely and decisively coordinate their efforts, working day and night; develop detailed plans, and organize construction in three shifts and four teams to ensure the early completion of the reconstruction of the Lang Nu resettlement area, guaranteeing quality, progress, and stability of people's lives.

The Wonders of Nu Village

Immediately after the groundbreaking ceremony for the new Lang Nu resettlement area, the local authorities handed over temporary housing in Lang Nu village, Phuc Khanh commune, Bao Yen district to 23 households for temporary residence while awaiting the completion of the resettlement area.

This rapid achievement is thanks to the tireless efforts of the entire local government system, construction forces, the army, civil defense, youth... along with the timely intervention of the Thien Tam Fund (Vingroup Group) to provide stable housing for the people while they wait for the new resettlement area.

The temporary housing area was built on an area of ​​2,000 square meters, 1.5 kilometers from the old residence. The area consists of four rows with 25 houses built with sturdy steel frames, ensuring safety. Each temporary house is already equipped with the necessary items for family living.

The entire construction cost of 2 billion VND was funded by the Vingroup Charitable Foundation. In addition, the Charitable Foundation immediately provided 200 million VND to each family with a deceased member in Nu Village to boost morale and support those remaining in covering living expenses and resuming production and business activities.

Speaking with a reporter from TN&MT newspaper, Mr. Ly Minh Tuan, Director of the Thien Tam Foundation, shared: "With the highest spirit and responsibility of Vingroup, the Thien Tam Foundation has always stood side-by-side with the government and the people of Lang Nu village, acting as quickly as possible to complete temporary housing for the households within 7 days. The Foundation immediately established 8 rapid response teams, and continuously over the past few days and in the coming days, these teams have fanned out across Lao Cai province to directly visit and gather information on families who have lost loved ones or have completely lost their homes, in order to provide timely support."

Due to the fragmented terrain, numerous landslides along roads, and the geographical distance between households, reaching each family is extremely difficult, requiring rapid response teams to work around the clock. Despite all these challenges, the Charitable Foundation is making every effort to deliver Vingroup's generosity to Lao Cai and other provinces affected by the floods as quickly as possible.

In Lao Cai province, the Charitable Foundation also provided additional essential goods and supplies for on-site healthcare for mothers, newborns, and people injured in the recent storms and floods, with a total value of nearly 500 million VND. At the same time, they are assessing the damage and planning to build a dormitory for 500 students in Bat Xat district with a value of nearly 13 billion VND, and are surveying public infrastructure that has completely collapsed or been damaged by the recent storms and floods...

And the happiest people today are none other than the people of Nu Village.

As one of the 23 households receiving temporary housing, Mr. Hoang Van Voi emotionally told a reporter from the Natural Resources and Environment Newspaper: "In the pain of losing my wife and children, the Prime Minister and comrades from the province and district came to encourage and help me overcome my loss, and together with the government, soldiers, civil servants, and self-defense militia, we searched for victims."

"In my life, I have never witnessed a construction project as rapid as the one at the Nu Village Temporary Housing Area. This urgent intervention has helped me and my families alleviate some of our pain and get back on our feet to rebuild our lives," said Hoang Van Voi, his voice choked with emotion.

Mr. Pham Nang Chung, Deputy Director of the Department of Natural Resources and Environment of Lao Cai province, provided further information to the reporter of the Natural Resources and Environment Newspaper: Following the directives of the Provincial Party Committee and the People's Committee of Lao Cai province, the Department of Natural Resources and Environment has coordinated with the People's Committee of Bao Yen district and directed its units to urgently address environmental issues, especially creating favorable conditions for land clearance to facilitate the implementation of the two projects, ensuring topographical safety, convenience for daily life and production, and unity and consensus among the people.

With the spirit of "no Vingroup employee is indifferent to the loss and suffering of their compatriots," immediately after Typhoon Yagi and the subsequent floods swept through several northern provinces, causing severe damage, Vingroup Group promptly allocated 250 billion VND to the emergency relief fund for the victims.
In addition to the 250 billion VND in emergency aid, Vingroup also called on its employees throughout the system to dedicate their days off to directly participate in activities supporting people affected by natural disasters, in partnership with the Charitable Foundation.

Over the past few days, the Fund has continued its surveys and assessments to provide timely support to help people quickly stabilize their lives.
