To quickly overcome the consequences of Typhoon No. 3 and the subsequent floods, restore and develop agricultural, forestry, and fisheries production, ensure food supply, contribute to inflation control, and stabilize people's lives, the Prime Minister requests ministries, sectors, and localities to focus on directing and implementing comprehensive, decisive, and effective solutions to promote production, maintain growth in the agricultural sector, ensure people's stable lives, quickly stabilize the situation, accelerate the restoration of production and business, actively promote economic growth, and effectively control inflation.
The Prime Minister instructed the chairmen of the People's Committees of provinces and cities, especially those affected and damaged by the recent storms, floods, and landslides, to focus on directing relevant agencies to urgently review and fully and accurately compile statistics on damage to agricultural production; proactively and actively mobilize maximum local resources (local budget, disaster prevention fund, and other legitimate resources) to immediately implement support policies for affected individuals in accordance with the law.
In cases where the local budget lacks sufficient resources to provide support, the Provincial People's Committee shall send a document to the Ministry of Finance requesting an advance of funds to the locality to implement mechanisms and policies supporting agricultural production to restore production in areas damaged by natural disasters and epidemics.
Local authorities should focus on directing and proactively promoting agricultural, forestry, and fisheries production according to the orientation and guidance of competent authorities and the Ministry of Agriculture and Rural Development; guiding and supporting people in promptly implementing solutions to restore production, especially crop cultivation, aquaculture, and livestock farming, particularly the supply of plant and animal breeds in areas affected and damaged by natural disasters to promote production and business, ensuring stable livelihoods for people in the last months of 2024, especially during the Lunar New Year of the Year of the Snake 2025.
Local authorities should monitor and closely track the situation to promote agricultural production and business, especially the supply and demand of essential agricultural products and the prices of input materials for agricultural production in their areas. This will enable them to proactively implement solutions to ensure supply, control prices, and prevent illegal speculation, profiteering, and sudden, unreasonable price increases that affect people's lives.
The Ministry of Agriculture and Rural Development is reviewing agricultural production plans and strategies, considering boosting production in localities unaffected by the recent storms and floods to proactively regulate and ensure sufficient food supply in the coming period, especially during the end of the year and the Lunar New Year of 2025. Before October 5th, the Ministry of Agriculture and Rural Development will complete the review and compilation, and promptly coordinate with relevant ministries and agencies to resolve, within their authority, or report to higher authorities for resolution, the requests from localities regarding support in terms of materials, chemicals for environmental treatment, plant and animal breeds, and aquatic species to help people restore production.
The Ministry of Industry and Trade promptly implemented measures to regulate and ensure supply, control prices, and prevent speculation, hoarding, price manipulation, the sale of counterfeit and substandard goods, and the exploitation of natural disasters, storms, and floods for profit; it also chaired and coordinated with relevant ministries and agencies to research and propose necessary support policies to restore the production and business activities of processing, logistics, and warehouse facilities damaged by storms and floods, ensuring uninterrupted food supply chains.
The Ministry of Finance shall take the lead in directing and guiding the immediate implementation, within its authority, of financial support policies, tax exemptions, reductions, and extensions, as well as land and water surface lease fee waivers, for localities and individuals affected and damaged by storms and floods, especially in agricultural production, in accordance with the law; and continue to research and develop policies to exempt or reduce fees and charges for affected individuals.
The State Bank of Vietnam continues to direct credit institutions and commercial banks to proactively calculate support plans, restructure loan terms, and maintain loan classifications; to be more proactive in considering waiving or reducing interest rates for affected customers; to develop new credit programs with appropriate preferential interest rates; and to continue providing new loans to customers to restore production and business after the storm in accordance with current legal regulations. At the same time, it will accelerate the implementation and disbursement of the credit package for forestry and fisheries sectors currently being implemented, prioritizing localities affected by the recent storms and floods, and, within its authority, consider increasing the scale of the loan if effective and necessary.
The Prime Minister urged farmers, citizens, cooperatives, and businesses to continue to promote self-reliance, self-improvement, and proactive creativity in overcoming difficulties and challenges to restore production and business; and at the same time, to offer suggestions and ideas to the authorities at all levels to find timely, appropriate, and effective solutions to jointly overcome the consequences of the storms and floods.
Ministries, sectors, and localities continue to proactively and actively mobilize domestic and international partners and donors to secure financial resources and aid goods, and provide prompt and timely support to affected people and localities.
According to statistics, as of September 26th, storms and floods have caused 344 deaths and disappearances, nearly 2,000 injuries; over 260,000 houses and 1,900 schools have had their roofs blown off, damaged, collapsed, or swept away by floods; numerous infrastructure projects in energy, telecommunications, transportation, irrigation, and dikes have been damaged; nearly 350,000 hectares of rice, crops, and fruit trees have been flooded and damaged; 8,100 fish cages and 31,000 hectares of aquaculture farms have been damaged; over 4.5 million livestock and poultry have died; hundreds of hectares of agricultural land have been silted up and destroyed... significantly impacting production, business, and growth in the agricultural sector in 2024.
