Through studying the political report presented to the congress and monitoring the activities of the Vietnam Fatherland Front in the province, the Standing Committee of the Provincial Party Committee recognizes that: During the 2019-2024 term, under the leadership and guidance of Party committees at all levels; with the support of government agencies at all levels; and with the unified and coordinated actions of member organizations, the Vietnam Fatherland Front has achieved many important and outstanding results in all its programs, most notably:
The Vietnam Fatherland Front, from the provincial to the grassroots level, has effectively performed its functions and duties, actively propagating and mobilizing voters in the province to enthusiastically participate in the elections, contributing to the success of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, with a voter turnout rate among the highest in the country.
During the past term, the Vietnam Fatherland Front of the province has focused on improving the quality and effectiveness of social supervision and criticism at all levels; making many dedicated and responsible contributions to building strong Party and government organizations, as well as offering suggestions and providing diverse and relevant opinions and information as a basis for issuing correct and practical policies and guidelines.
The Vietnam Fatherland Front of the province and its member organizations have proactively and effectively implemented patriotic emulation movements and campaigns; social welfare programs, caring for and assisting vulnerable groups, the poor, families of war invalids and martyrs, and people with meritorious services... with many good practices and diverse, creative models suitable to the specific conditions of the locality, contributing to improving the lives of the majority of people in border areas and ethnic minority areas; and rapidly reducing the number of poor and near-poor households.
The Fatherland Front at all levels has made many innovations in content and methods of operation, diversified forms of mobilizing the people, and focused strongly on activities at the grassroots level, border areas, and areas inhabited by ethnic minorities; the staff working in the Fatherland Front have gradually become more professional, dedicated, and creative, meeting the increasingly high demands of mass mobilization work associated with the political tasks of the locality and unit.
Along with the Party's foreign affairs work and the State's diplomacy, the Fatherland Front of Lao Cai province has played a core role in promoting people-to-people diplomacy through vibrant, meaningful, and effective foreign affairs programs and events, contributing to deepening friendly cooperative relations with traditional friendly countries, especially with the people of Yunnan province (China).
It can be affirmed that the Fatherland Front work in Lao Cai province during the past term has achieved many important and comprehensive results, thereby consolidating, strengthening, and promoting the power of the great national unity, building and consolidating a "solid foundation of people's support," and making a positive contribution to the results that Lao Cai province has achieved in recent years.
On behalf of the Provincial Party Committee, I warmly congratulate and commend the great achievements of the Fatherland Front at all levels in the province.
Besides the achievements, the work of the Fatherland Front still reveals some limitations and shortcomings, including long-standing problems. Therefore, at this congress, delegates need to strengthen discussions and accurately assess the limitations and shortcomings of the past five years, identify the causes, especially the subjective causes, in order to draw lessons learned and propose timely, thorough, and effective solutions for the new term.
National unity is the source of strength and the main driving force of the nation's history; the revolutionary process and the renovation of Vietnam, in which the people play a central role and hold a dominant position.
To further harness the strength of the people of all ethnic groups in the province, as we enter the new term of the Provincial Fatherland Front, I would like to emphasize and outline some tasks and solutions for the delegates to further study and discuss.
Firstly, we must continue to thoroughly understand and comprehensively, decisively, and effectively implement the groups of solutions in Resolution No. 43-NQ/TW of the 13th Central Committee of the Communist Party of Vietnam and the Provincial Party Committee's Action Program on "Continuing to promote the tradition and strength of national unity, building our country to be increasingly prosperous and happy," in conjunction with Resolution 29 of the Provincial Party Standing Committee on continuing to innovate the content and methods of operation of the Fatherland Front and political and social organizations until 2030 and beyond, in accordance with the specific conditions of the province, considering this as a guiding principle for the activities of the Fatherland Front organization.
Secondly, we must continue to innovate in thinking, working methods, and coordination; adapt to new trends to propagate and mobilize the people in a comprehensive, focused, and practical manner at the grassroots level; improve the quality and effectiveness of campaigns and patriotic emulation movements, avoiding formalism. At the same time, we must pay attention to the effective implementation of Resolution No. 50-NQ/TU dated July 3, 2024, of the Provincial Party Committee on supporting house construction for households of people with meritorious services to the revolution, relatives of martyrs; poor and near-poor households in Lao Cai province until 2025, in conjunction with the "Nationwide campaign to eliminate temporary and dilapidated houses" launched by the Central Committee of the Vietnam Fatherland Front. In particular, we must do a good job of mobilizing the masses in coordinating the implementation of national target programs for the period 2021-2030.
Thirdly, organize, guide, and educate the people to exercise their right to self-governance and actively participate in building a clean and strong Party and government, especially at the grassroots level. Strengthen the supervisory role and closely coordinate with the government at all levels to regularly engage in dialogue, listen to, and promptly understand the thoughts, feelings, and aspirations of the people; proactively advise and propose to Party committees and the government appropriate mechanisms and policies to address the issues that the people expect in the new period.
Fourth, uphold and strengthen the "blood-flesh" relationship between the Party and the people, the tradition of solidarity among ethnic groups, between people of different religions, and between generations of cadres; broadly unite all social classes and strata; continuously consolidate, strengthen, and promote the tradition and strength of the great national unity; strongly unleash creativity and aspirations to build Lao Cai province into an increasingly prosperous and beautiful place, where the people enjoy increasingly comfortable and happy lives.
Fifthly, the Fatherland Front needs to continue innovating its methods, improving the quality of its staff and the effectiveness of its operations, focusing on grassroots work, diversifying forms of mobilization, and maximizing all resources from all strata of the people. On this occasion, I propose that Party committees at all levels continue to strengthen the leadership role and exemplary leadership of Party members in Fatherland Front work; and that governments at all levels coordinate and create all favorable conditions for the Fatherland Front at all levels to fulfill its glorious tasks in the new revolutionary period.
Building on the achievements already made, I believe that the Vietnam Fatherland Front of Lao Cai province and the Fatherland Front at all levels in the province will continue to strive, leverage collective intelligence, and certainly successfully fulfill its glorious nhiệm vụ and achieve the goals adopted at the congress. With that confidence, once again, I wish the 16th Congress of the Vietnam Fatherland Front of Lao Cai province great success.
