On the morning of May 20th, thousands of people gathered at the Cau Giay District Gymnasium ( Hanoi ), where a lottery was held for the right to purchase apartments at the NHS Trung Van social housing project (Nam Tu Liem District, Hanoi).
The NHS Trung Van social housing project is currently under construction.
Although the lottery draw didn't start until 10 a.m., about 1,500 people had already arrived early in the morning, lining up outside the stadium to draw lots for 150 social housing units in this project.
Many people arrived by car to participate in the lottery. Cars lined up for about 500 meters on both sides of Tran Quy Kien Street, near the entrance to the Cau Giay District Gymnasium. Ms. Nguyen Thi H. (a tea vendor near the lottery area) said that the number of cars parked on Tran Quy Kien Street increased dramatically this morning, making it difficult for her to sell her goods.
"When I asked them, they said they were there to participate in a lottery for social housing, so they parked for a while and then left. Some people brought their wives to participate in the lottery and then sat at my shop drinking tea," Mrs. H. said.
Cars were parked bumper-to-bumper on both sides of Tran Quy Kien street, in front of the Cau Giay District Gymnasium.
Around 11 a.m. that day, many people left the lottery room. Many were saddened because they drew blank ballots. However, some lucky people couldn't hide their joy. Ms. Truong Thanh Xuan (30 years old, residing in Mo Lao Ward, Ha Dong District, Hanoi) said that she lives with her parents-in-law and two siblings, so she and her husband have always wanted their own house, and now that dream is coming true.
"I drew apartment number 5 on the 11th floor. It's unbelievable, the competition ratio was 1 in 15, and I was so lucky. When I received the winning ticket, I screamed with joy," Ms. Xuan said.
According to Mr. Nguyen Quang Huong (31 years old, residing in Chuong My District, Hanoi), the lottery draw was very strict and transparent from the time the ballots were distributed to the counting of votes. Police were deployed to guard and protect the ballot boxes.
"I was very lucky to be among thousands of applicants. Even after leaving the arena, I still couldn't believe I had drawn the winning number," Huong said.
Mr. Nguyen Quang Huong was delighted to have won the lottery for a house purchase.
Meanwhile, Mr. Nguyen Van L. expressed his disappointment as he got into his car. He said that earlier that morning, he had driven his wife to the lottery draw and waited outside. Around noon, he received news that his wife had drawn a blank ticket. Mr. L. believes that the lottery is extremely competitive. Winning or not depends on luck, not on skill or circumstances.
From our observations, by around 2 PM that day, only a few people were leaving the Cau Giay District Gymnasium, and the number of motorbikes and cars outside had significantly decreased.
Many residents living near the Cau Giay District Gymnasium said that the number of cars parked there today has increased dramatically.
Many people got into their cars and left with their application forms. Many said they drew blank slips.
People are delighted that their dream of owning a home in the capital city is about to become a reality.
The two people who won the lottery called to share their joy.
Around 2 PM that same day, the area in front of the Cau Giay District Gymnasium was almost completely filled with cars and motorbikes.
