The Ministry of Science and Technology announced that several important events will be held in late September and October. Most notably, these include the 80th anniversary of the Post and Telecommunications sector, the 66th anniversary of the Science and Technology sector, and the First National Emulation Congress (September 29, 2025). This event holds special significance, marking 80 years of the formation and development of the Post and Telecommunications sector, while also honoring 66 years of contributions from the Science and Technology sector to the cause of national construction and defense. The ceremony will also be an opportunity to acknowledge and express gratitude to generations of leaders, officials, scientists, and businesses who have dedicated themselves to the strong development of these two sectors, making them important pillars in the national digital transformation process and international integration, while simultaneously inspiring pride, innovation, and a will for breakthrough development in the new era.

Next is the National Innovation Festival 2025. The National Innovation Center (NIC), in collaboration with the Service for Innovation and Technology Information (SATI), will organize the National Innovation Festival 2025 and the Vietnam International Innovation Exhibition 2025, taking place from October 1-3, 2025. This is a key event aimed at connecting the national innovation ecosystem and promoting linkages between state management agencies, businesses, universities, and international organizations.

In September, the Ministry of Science and Technology also gradually finalized the Draft Law amending and supplementing a number of articles of the Law on Technology Transfer (amended). The goal of this amendment is to perfect the legal framework, promote the transparent development of the science and technology market, encourage the commercialization of research results and innovations, strengthen control over cross-border technology transfer, and enhance state management capacity.

The draft amendment focuses on six main new policy groups, notably: Expanding the scope of regulated technologies to encompass new technologies, especially strategic and green technologies; Supporting and promoting endogenous technology transfer through technology ownership, usage rights, and technology-based capital contributions to investment projects; Creating financial and legal incentives with strong preferential mechanisms, requiring international contractors to commit to technology transfer and training Vietnamese human resources; Developing a professional science and technology market, strengthening the role of technology exchanges, innovation centers, and centers supporting innovative startups.

Another equally important event organized by the Ministry of Science and Technology in October is the Vietnam International Digital Week 2025. This is an annual international forum aimed at promoting global cooperation and connectivity in the field of digital technology .

The Vietnam International Digital Week 2025, themed “AI Institutions,” will take place from October 27-29, 2025 in Ninh Binh and Hanoi. It will feature one ministerial-level roundtable and six key thematic sessions, including conferences, workshops, international cooperation forums, and technology demonstrations. Participation will be from leaders of numerous international organizations, ministers from ASEAN countries and strategic partner countries such as Australia, South Korea, and the United States, as well as leaders from global technology corporations such as Starlink, Qualcomm, SK, Huawei, Nokia, Ericsson, and Viettel.
