Sustainable progress in literacy

GD&TĐ - Over the past 5 years, the work of universalizing education and eliminating illiteracy has recorded outstanding results, affirming the priority of the education sector for this work.

Efforts to eliminate illiteracy and reduce regional disparities

The report of the Ministry of Education and Training shows that input and output indicators, student mobilization rate and education quality at all levels have all grown positively, especially in localities with many socio-economic difficulties.

Although the proportion of school-age children has increased in many localities, thanks to the good work of universal surveys and accurate forecasting of changes in school population, localities have promptly allocated resources, invested in facilities and supplemented the teaching staff. Thanks to that, basic schools have met the requirements on number of students as prescribed, ensuring the quality of teaching and learning and the goal of sustainable universalization.

This result reflects the synchronous investment of provinces/cities in school systems, support programs for disadvantaged students, as well as policies to attract and train teachers.

In the 2024-2025 school year, Vietnam will continue to maintain one of the highest school enrollment rates in the region.

• Primary school level: 99.7% of school-age children attend school on time.

• Transition from primary to secondary school: achievement rate 98.23%.

Localities not only maintain universal standards but also strive to achieve higher levels. The work of mobilizing students, especially children in difficult circumstances and children with disabilities, has been effectively implemented, helping all children have the opportunity to access basic education .

Mountainous and disadvantaged areas have made great strides.

In the northern mountainous provinces and the Central Highlands – where economic conditions, transportation and infrastructure are still limited – progress in universal education is considered very impressive.

• 100% of communes in the entire region meet the standards of universal preschool education for 5-year-old children.

• The rate of mobilizing 5-year-old children to attend class is from 98% to 100%.

• 97.7% of 5-year-old children attend school twice a day; 95.1% have meals at school.

• The rate of malnourished children remains below 10%.

Many localities have also implemented well the Government's policies such as supporting lunch for preschool children, supporting teachers to teach Vietnamese, organizing combined classes, and providing subsidies for children of workers in industrial zones. These are important factors that help improve the quality of preparation for 5-year-old children to be ready for Grade 1.

Spread from the community to remote and border areas

During the 5 years of implementing the National Literacy Eradication Program, the literacy rate in the 15-60 age group continued to increase annually. All provinces/cities across the country maintained 100% of the literacy standards at level 1, of which 55/63 provinces (87.3%) reached level 2 - the highest level currently.

Nationwide, 261,130 people have been mobilized to participate in literacy training (an average of more than 52,000 people/year). The number of teachers and literacy collaborators basically meets the requirements, especially at community learning centers and vocational education and continuing education centers.

Many flexible and practical models have been deployed:

• Classes in border areas are taught directly by Border Guards (Thanh Hoa, Son La, Dien Bien...).

• Literacy classes at prisons and drug rehabilitation facilities, organized by the Continuing Education Center in coordination with local high schools.

• The model of linking illiteracy eradication with livelihood development and material support for students has been deployed by a number of military units.

Propaganda work was carried out effectively, steering committees at all levels were strengthened, tasks were clearly assigned and annual plans with specific targets were made. Thanks to that, the literacy movement spread strongly, helping people become more mature in their careers and lives.

Education promotion policies such as tuition exemptions, scholarships, expansion of the system of boarding high schools, semi-boarding classes, etc. have helped maintain the rate of junior high school graduates continuing to high school or equivalent educational programs at over 85% in most provinces.

At the same time, the network of vocational education and skills training is developing strongly, creating diverse options for students who do not attend high school, helping them to still be able to orient their careers and develop themselves appropriately.

The achievements in universal education and literacy eradication over the past five years affirm the great efforts of the entire sector and localities in fulfilling the goal of ensuring access to basic education for all citizens. The involvement of the political system, the support of social organizations, and the solidarity of the community have contributed to narrowing the regional gap and improving the quality of life for people, especially in disadvantaged areas.

Vietnam is gradually affirming an inclusive education development model that leaves no one behind – an important foundation for improving the quality of human resources in the future.
