Implementing Directive No. 24-CT/TU of the Provincial Party Committee, with the active involvement of the Party committee and government, and the support of the people, the "Road 24" has been formed, creating positive changes to the appearance of Luu Ve commune.

The paths of the people's hearts

Route No. 01 in Trung Dinh village, Luu Ve commune, has been widened and is clean and beautiful.

Directive 24-CT/TU of the Provincial Party Committee's Standing Committee on the campaign to encourage people to donate land and invest in the renovation, upgrading, and beautification of infrastructure, focusing on transportation routes in rural and urban areas of the province, was issued on July 12, 2024. To ensure the highest effectiveness of Directive 24-CT/TU, Luu Ve commune unanimously agreed to prioritize the campaign to encourage people to donate land as one of its key tasks, focusing on leadership and guidance for implementation. Accordingly, the commune Party Committee established a steering committee for the campaign and issued an implementation plan; the government, the Fatherland Front, and mass organizations from the commune to the villages thoroughly understood and seriously implemented the directive. In particular, emphasis was placed on widely disseminating the purpose and significance of Directive 24-CT/TU to each residential area to mobilize the active participation of the people. In each village, this content is included in Party branch meetings and People's conferences for discussion and deliberation, creating a high level of consensus in implementation.

To begin implementation, the villages conducted a review of the current state of road infrastructure in their areas, and subsequently proposed routes requiring investment for upgrading and expansion. Based on the villages' proposals, the Commune People's Committee assessed and located the projects on the ground, handed over boundary markers, and guided the villages in implementing the projects according to regulations. Taking the lead in implementation, Trung Dinh village successfully mobilized 60 households to agree to dismantle structures on their land and donate 1,300 square meters of land to expand five roads. After donating the land, the households rebuilt their fences, gates, etc., creating a uniform, clean, and attractive appearance for the roads.

Taking us on a tour of Road No. 1, Mr. Nguyen Van Chan, Party Secretary and Head of Trung Dinh Village, enthusiastically said: “Previously, Road No. 1 was only 3 meters wide, making it difficult for people to travel, especially for families with cars. After mobilizing the people to donate land, the road has been widened to 7 meters, making it very spacious and clean. To achieve this new look, we developed a specific plan and estimated the costs. Then, we presented it to the People's Conference to seek opinions, and the households unanimously agreed to implement it with the motto 'Party members lead the way, the people follow.' It's noteworthy that the households themselves funded the demolition of structures on their land and rebuilt them after donating the land to upgrade the road. This is something not every place can do.”

Building on this success, Trung Dinh village continued to mobilize residents to donate land, expanding four more roads. Initially, some households were hesitant and unconvinced because they had to both donate land and spend money on rebuilding. Therefore, in addition to propaganda, Mr. Nguyen Van Chan took the lead by voluntarily dismantling his bathroom, toilet, water tank, gate, and fence, and donating 60 square meters of land along two roads. Seeing Mr. Chan's example, other households followed suit, with many families donating large areas such as Mr. Nguyen Van Anh (40 square meters), Mr. Pham Van Bang (30 square meters), etc., creating a vibrant land donation movement in the village. Currently, Trung Dinh village is requesting the Luu Ve Commune People's Committee to invest in funding for three more roads; residents are ready to donate land and only need approval from the commune to proceed.

Under the decisive leadership of the Party Committee, the involvement of the entire political system, and the enthusiastic response of the people, Luu Ve commune has seen 963 households donate over 20,800 square meters of land (including 9,129 square meters of residential land and 11,700 square meters of agricultural land). In addition to land donations, mass organizations and the people have contributed over 6,500 man-days of labor to expand, upgrade, and beautify roads, reinforce ponds, plant green fences, and create a green, clean, and beautiful environment. Thanks to this consensus, Luu Ve commune has completed the expansion of 36 inter-village and inter-commune roads from 2 meters to 7 meters, with a total infrastructure investment of over 827 billion VND. Of this, nearly 60% came from the State budget, with the remainder mobilized through social contributions and people's donations. Currently, 70% of the roads in the commune are asphalted and 30% are concreted. Along the roads, people planted flowers and installed lighting systems, completely transforming the appearance of the countryside.

Many key transportation projects have been completed and put into use, such as: the extension of Pham Tien Nang road to Dinh-Duc road; Nguyen Xuan Nguyen road connecting to Tan Dinh road; and the Hoang Bui Hoan - Le The Bui, Dinh-Duc, and Thanh Nien routes connecting to National Highway 45... Today, officials, Party members, and the people of Luu Ve commune call these "roads of the people's hearts" because these roads have become symbols of solidarity and community responsibility, contributing to changing the face of the homeland, promoting socio-economic development, and improving the lives of the people.

Implementing Directive 24-CT/TU in Luu Ve not only expanded road networks but also broadened people's hearts, further strengthening the close relationship between the Party and the people, creating a solid foundation for Luu Ve to continue its journey towards building a modern new rural area, aiming for a civilized urban area by 2030.
