Things to note when buying cars and motorbikes from October 22, 2023

From October 22nd, the fees for vehicle registration and license plate issuance for cars and motorcycles will undergo some changes according to the regulations in Circular 60/2023/TT-BTC (effective from October 22nd, 2023); organizations and individuals purchasing cars and motorcycles should take note of the following issues.

Regulations you need to know when buying cars and motorcycles from October 22, 2023.

Vehicle registration and license plate issuance fees effective from October 22, 2023.

(1) For cars:

- Passenger cars with 9 seats or fewer (including pickup trucks):

+ Zone I: 20 million VND/per vehicle/per time (currently, Circular 229/2016/TT-BTC stipulates a fee range of 2 million - 20 million VND/per vehicle/per time)

+ Zone II: 1 million VND/per vehicle/per incident

+ Zone III: 200,000 VND/per trip/per vehicle

- Trailers and semi-trailers registered separately:

+ Zone I: 200,000 VND/per vehicle/per time (currently regulated fee is 100,000 - 200,000 VND/per vehicle/per time)

+ Zone II: 150,000 VND/per trip/per vehicle

+ Zone III: 150,000 VND/per trip/per vehicle

- For other cars:

+ Zone I: 500,000 VND/per vehicle/per time (currently regulated fee is 150,000 - 500,000 VND/per vehicle/per time)

+ Zone II: 150,000 VND/per trip/per vehicle

+ Zone III: 150,000 VND/per trip/per vehicle

(2) For motorcycles (motorbikes):

- Valued up to 15 million VND:

+ Zone I: 1 million VND/per vehicle/per time (currently regulated fee is 500,000 - 1 million VND/per vehicle/per time)

+ Zone II: 200,000 VND/per trip/per vehicle

+ Zone III: 150,000 VND/per trip/per vehicle

- Values ​​ranging from over 15 million VND to 40 million VND:

+ Zone I: 2 million VND/per vehicle/per time (currently regulated fee is 1 million - 2 million VND/per vehicle/per time)

+ Zone II: 400,000 VND/per trip/per vehicle

+ Zone III: 150,000 VND/per trip/per vehicle

- Valued at over 40 million VND:

+ Zone I: 4 million VND/per vehicle/per time (currently regulated fee is 2 million - 4 million VND/per vehicle/per time)

+ Zone II: 800,000 VND/per trip/per vehicle

+ Zone III: 150,000 VND/per trip/per vehicle

(3) For three-wheeled motorcycles specifically for people with disabilities: Exempt from fees (currently regulated at a fee of 50,000 VND/time/vehicle)

Note: The above fee rates apply uniformly nationwide. In provinces and centrally-administered cities that have issued legal documents stipulating different fee rates based on specific mechanisms and policies permitted by the National Assembly for application in the locality, the rates stipulated in those legal documents shall apply.

Cases exempt from vehicle registration and license plate fees from October 22nd.

Based on the provisions of Article 6 of Circular 60/2023/TT-BTC, the following cases are exempt from vehicle registration and license plate issuance fees:

(i) Diplomatic missions, consular offices, and representative offices of international organizations belonging to the United Nations system.

(ii) Diplomatic officers, consular officers, administrative and technical staff of foreign diplomatic and consular missions, members of international organizations within the United Nations system and their family members who are not Vietnamese citizens or not permanent residents of Vietnam are issued diplomatic identity cards; official identity cards or consular certificates by the Vietnamese Ministry of Foreign Affairs or local foreign affairs agencies (authorized by the Ministry of Foreign Affairs).

In this case, when registering for a vehicle registration certificate and license plate, the applicant must present to the registration authority a diplomatic identity card; an official identity card or a consular certificate as prescribed by the Ministry of Foreign Affairs.

(iii) Other foreign organizations and individuals (representative offices of intergovernmental international organizations outside the United Nations system, representative offices of non-governmental organizations, delegations of international organizations, members of other agencies and organizations) not covered by points (i) and (ii), but exempt from or not required to pay the registration certificate and license plate fee for vehicles according to international commitments, international treaties to which the Socialist Republic of Vietnam is a party, or international agreements between Vietnamese and foreign signatories. In this case, the organization or individual must provide the registration authority with: a copy of the international commitment, international treaty, or international agreement.

(iv) Three-wheeled motorcycles specifically designed for people with disabilities (currently not exempt).

Note regarding zones I, II, and III when registering a vehicle.

Areas I, II, and III are defined according to administrative boundaries, specifically as follows:

- Zone I includes: Hanoi City and Ho Chi Minh City, encompassing all districts and communes under their jurisdiction, regardless of whether they are inner-city or outer-city areas.

- Zone II includes: Centrally governed cities (excluding Hanoi and Ho Chi Minh City), encompassing all districts and counties under their jurisdiction, regardless of whether they are inner-city or outer-city; cities and towns under provincial jurisdiction, encompassing all wards and communes within the city or town, regardless of whether they are inner-city wards or outer-city communes.

- Region III includes: All other areas besides Regions I and II mentioned above.

Organizations and individuals whose headquarters or residences are located in a particular area shall pay the registration certificate and license plate fee for vehicles according to the fee rates prescribed for that area.

For cases involving the issuance of registration certificates and license plates for newly acquired vehicles through auction, the winning bidder (organization or individual) shall pay the registration certificate and license plate issuance fee as follows: Registration and issuance of certificates and license plates in Zone I shall apply the fee rate of Zone I; registration and issuance of certificates and license plates in Zones II and III shall apply the fee rate of Zone II.

For police cars and motorcycles used for security purposes, registered in Zone I or registered with the Traffic Police Department, Ministry of Public Security, the Zone I fee rate will apply.

The value of a motorcycle used as the basis for applying the registration fee and license plate fee is the taxable value at the time of registration.
