This objective is stated in the draft decision on the issuance of the plan for implementing the Government's Action Program and the City Party Committee's Action Program to implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development in Ho Chi Minh City, which is currently being reviewed by the Ho Chi Minh City Department of Education and Training.

Ho Chi Minh City aims to comprehensively complete its network of educational facilities with a scientific and modern distribution, meeting the needs of lifelong learning; ensuring a minimum of 300 classrooms per 10,000 people aged 3-18, reducing overcrowding and creating a foundation for high-quality education.

Simultaneously, the goal is to increase the percentage of schools meeting national standards in a sustainable manner, linking infrastructure standards with educational quality and digital transformation, with the aim of achieving 40% in preschools, 45% in primary schools, 50% in lower secondary schools, and 38.5% in upper secondary schools.

Ho Chi Minh City will implement 100% digital school models, develop 300 schools teaching English as a second language according to international standards, and complete universal preschool education, ensuring compulsory education up to the end of lower secondary school.

The city aims for 95% of students to progress to high school, and at least 85% of the workforce to achieve a high school diploma or equivalent; to raise the education index in the HDI above 0.85 and the human capital index in the HCI above the regional average. Simultaneously, the city is developing a set of criteria for human development based on "truth, goodness, and beauty" to integrate into the school education and cultural programs.

By 2035, Ho Chi Minh City strives to complete universal secondary education and equivalent levels, creating a common educational foundation for all citizens, meeting the requirements for developing high-quality human resources and a knowledge-based economy .

Ho Chi Minh City will comprehensively modernize its education and training system according to advanced Asian standards; increase the percentage of public schools meeting national standards by 10-20%; and establish a network of smart schools, strong research universities, and centers for training high-quality human resources.

The city also aims to have a university ranked among the world's top in several fields and invest in modernizing two more public colleges, raising the proportion of college-level workers to approximately 30%, creating a strong technical and technological workforce.

By 2045, Ho Chi Minh City aims to become a leading center for education, training, scientific research, and innovation in Southeast Asia, building a "Knowledge City - Learning City" with lifelong learning opportunities for all citizens.

Ho Chi Minh City strives to achieve 80% of its schools meeting national standards and strongly develop advanced educational models such as Smart Schools, PBL, High Tech High, and comprehensively digitized schools.

The teaching staff and management team are all qualified, all preschool children are introduced to English, and approximately 60% of the workforce receives retraining or ongoing training, particularly in digital skills.

Ho Chi Minh City is committed to becoming a hub of innovation, making a significant contribution to Vietnam's development into a high-income country.
