Recently, Associate Professor Huynh Quyet Thang, Director of Hanoi University of Science and Technology, signed Decision No. 12160/QD-DHBK promulgating the regulations on academic integrity of Hanoi University of Science and Technology. With this regulation, Hanoi University of Science and Technology is the first training and research institution in the country to require "no buying or selling of scientific research results in any form."
A week after co-organizing a workshop on integrity in research with the Ministry of Science and Technology and the Ministry of Education and Training, Hanoi University of Science and Technology issued regulations on scientific integrity.

Do not publish scientific products that were created by hiring or having others do them.
According to Decision 12160, Hanoi University of Science and Technology has set out 12 requirements in Article 4 regulating the conduct of scientific research and training activities that its staff, lecturers, and students must comply with. One of these 12 requirements is "not to buy or sell scientific research results in any form" (Clause 9).
In accordance with the requirement of "honesty and transparency" (Clause 6) in the research process, Hanoi University of Science and Technology has listed the prohibited acts of plagiarism and self-plagiarism. Accordingly, the scope of the concept of plagiarism is not only limited to copying (verbatim or in part) another person's work, or citing sources inaccurately/incompletely… but also includes "using or publishing a product created by someone else under one's own name."
Regarding authorship and co-authorship of scientific works, Hanoi University of Science and Technology requires that "the names of other people should not be included arbitrarily, signatures of other people should not be forged in the list of research members, project documents, or scientific and technological tasks, and the names of unrelated people should not be included in the list of research members," "the opinions of co-authors must be obtained regarding whether or not to include their names in scientific publications unless otherwise agreed," and "comply with copyright regulations when publishing academic products"...
Furthermore, Hanoi University of Science and Technology requires its staff, lecturers, and students to "respect the ideas of others; not copy or transform the ideas of others into their own ideas or proposals," and "not fabricate or falsify research subjects, research data, or scientific records/profiles"...
Do not participate in writing or research for hire in any form.
One of the 12 requirements in Article 4 of Decision 12160 of Hanoi University of Science and Technology stipulates: "Staff belonging to Hanoi University of Science and Technology must state the name of their unit as Hanoi University of Science and Technology in scientific publications, and are not allowed to state the name of any organization or unit other than Hanoi University of Science and Technology."
For staff members who are currently postgraduate students, doctoral candidates, or postdoctoral researchers at other educational institutions in Vietnam and internationally, they may register simultaneously at Hanoi University of Science and Technology and their current educational institution. Postgraduate students and doctoral candidates of universities may register simultaneously at Hanoi University of Science and Technology and their current workplace.
The requirement to correctly state the name of the employing institution alongside the author's name when publishing scientific works is further emphasized in Clause 4, Article 5 (Locality Control in scientific research and training collaboration): "In published products, the name of the institution must be stated as Hanoi University of Science and Technology, and the name of the collaborating institution or organization may be stated according to the collaboration agreement/contract. In other cases, this may only be done with the written approval of the Director of Hanoi University of Science and Technology."
Also in Article 5, Hanoi University of Science and Technology requires its staff, lecturers, and students to "respect and uphold the spirit of integrity of the University in all academic cooperation and collaboration activities," and "not to arbitrarily transfer registered research ideas or tasks after participating in cooperation agreements/contracts to partners or third parties without the permission of the competent authority of the University." In particular, Hanoi University of Science and Technology staff, lecturers, and students "not to participate in ghostwriting/research, or encourage or support any violations of the Academic Code in any form."
Violations of the Code of Conduct may result in criminal prosecution.
It can be seen that Decision 12160 contains quite comprehensive content regarding the handling of violations, if any, that occur. It stipulates the roles and responsibilities of the functional departments of Hanoi University of Science and Technology. Accordingly, the focal points for receiving information about signs/acts of violations of the Law on Learning and Training include the Science and Technology Department (related to research products) and the Training Department (related to training products); the Inspection, Legal Affairs, and Internal Audit Department is the focal point for receiving letters, feedback, suggestions, complaints, and denunciations regarding acts showing signs of violating the Law on Learning and Training throughout the University.
Individuals both inside and outside Hanoi University of Science and Technology have the right to report, make suggestions, file complaints, and denounce any actions that show signs of violating the Code of Conduct by officials, staff, and students of Hanoi University of Science and Technology.
At the same time, Hanoi University of Science and Technology will have a scientific integrity advisory council whose function is to advise the Director of Hanoi University of Science and Technology in assessing and evaluating the extent of violations regarding academic ethics.
After receiving information about suspected violations of the Law on University Management, the receiving unit will conduct a preliminary assessment, work with the individuals involved, record the incident in a report, and submit it to the university director. Depending on the severity of the incident and the supporting documents, the university director will direct the council to provide feedback or assign relevant departments to propose a course of action.
Depending on the nature and severity of the violation, the offending individual will be subject to disciplinary action or referred to the competent authority for administrative or criminal prosecution in accordance with the law and the regulations and rules of Hanoi University of Science and Technology.
Individuals who violate the Code of Conduct may also face additional disciplinary measures as stipulated in the specific regulations of each field: scientific research, training, emulation and commendation, etc. Academic products identified as violating the Code of Conduct must be revised, supplemented, or withdrawn according to the decision of the Director of Hanoi University of Technology.
