Although this is a difficult transition period, the grassroots health system is still operating stably, ensuring the maintenance of primary health care activities for the people.
Phu Xuan commune was established on the basis of merging the entire natural area and population of 3 communes: Ea Dah, Ea Puk and Phu Xuan of the old Krong Nang district. After the arrangement, the new Phu Xuan commune has a natural area of 140.74 km², a population of 34,836 people, with 23 ethnic groups living together in 46 villages and hamlets.
To ensure uninterrupted health care for the people, the Commune People's Committee has reorganized the commune health station on the basis of receiving, rearranging personnel, facilities and existing health stations. The commune has 4 health stations including: Phu Xuan, Ea Dăh, Ea Púk Health Station and Coffee Farm 49 Health Station. The headquarters is located at the old Phu Xuan Commune Health Station, which has good facilities and the most convenient location among the merged communes. The remaining 3 health stations in the area are maintained in the form of stations, helping people not to have to travel far.

Doctor Pham Thi Ha Quyen, Deputy Head of the Phu Xuan Commune Health Station, said: “After the merger, we were directly directed and professionally managed by the Department of Health, creating unity in the whole sector. Preventive medicine, grassroots health, disease prevention, and primary health care programs were implemented more synchronously and closely; medical examination and treatment and primary health care for people were implemented regularly, continuously, without interruption. The development of professional plans, training, allocation of human resources and medical supplies was more timely and practical.”
Dur Kmal commune was formed after merging the entire area and population of the two communes Bang Adrênh and Dur Kmal (old), belonging to the old district of Krong Ana. This is the revolutionary base commune of the province, with 17 ethnic groups living together; ethnic minorities account for over 45%.
“After the new commune came into operation, the Commune Party Committee immediately established a Health Station Party Cell, appointing a station chief as Party Cell Secretary to manage all activities. The Commune People's Committee also directed the station chiefs to immediately deploy the work of medical examination and treatment, and health care for the people without interruption. Although there were many difficulties after the merger, the commune health station quickly stabilized its organization, effectively carried out medical examination and treatment and health care for the people; actively implemented disease prevention and control activities, preventing major epidemics from occurring; communication work, expanded vaccination and national target programs achieved the assigned planning targets. In addition, the unit also implemented the code of conduct, innovated the style and service attitude of medical staff , aiming at patient satisfaction.
Initially, many people were worried that after the merger, access to health services would be affected, but in reality, people still received medical examination and treatment at the nearest station as before. Health stations in old communes were still maintained to help reduce the load on the main station and create peace of mind for the people.
Ms. Nguyen Thi Yen, a resident of Phu Xuan commune, shared: “At first, I was also worried that the change of boundaries would cause difficulties in medical examination and treatment, but in reality, I can still get medical examination near my home without having to go far. The quality of medical examination here is quite good, the reception is done quickly, and no additional documents are required other than the citizen identification card. The doctors update information very quickly, so I feel secure. For minor illnesses, I only need to see a doctor and get medicine or treatment at the facility without having to transfer to a higher-level hospital.”
Doctor Dao Thi Kim Phuong, Head of Dur Kmăn Health Station, said: “The main office is located at the old Dur Kmăn Health Station. The headquarters of Bang Adrênh Health Station is used as a satellite station, serving the medical examination and treatment needs of people in the old commune. This helps reduce the burden on the main station, preventing people from having to travel too far or not being served promptly when they are sick. On average, each health station examines and treats about 20 patients per day.”

Currently, communes and wards in the province have identified the improvement of grassroots health care activities as one of the top priorities in the initial phase of operating the two-level local government to ensure that all people have convenient and timely access to health services; at the same time, improve the quality of medical examination and treatment right at the grassroots level. Although still facing many challenges in terms of human resources, facilities and management, with the strong direction from the province, the initiative of the grassroots government and the efforts of the medical staff, grassroots health care in communes and wards in the province is gradually affirming its role as the frontline in protecting public health in the new development phase.
