Stabilize primary healthcare services.

From July 1st, along with the changes in the administrative boundaries of communes and wards in the province, the health stations in communes, wards, and towns will also be reorganized.

Despite this challenging transition period, the primary healthcare system remains stable, ensuring the continued provision of basic healthcare services to the people.

Phu Xuan commune was established by merging the entire natural area and population of three communes: Ea Dah, Ea Puk, and Phu Xuan, formerly belonging to Krong Nang district. After the reorganization, the new Phu Xuan commune has a natural area of ​​140.74 km² and a population of 34,836 people, with 23 ethnic groups living together in 46 villages and hamlets.

To ensure uninterrupted healthcare for the people, the People's Committee of the commune has reorganized the commune health stations by taking over and rearranging personnel, facilities, and existing health points. The commune has four health stations: Phu Xuan Health Station, Ea Dah Health Station, Ea Puk Health Station, and Coffee Plantation 49 Health Station. The main office is located at the former Phu Xuan Commune Health Station, which has the best facilities and the most convenient location among the merged communes. The remaining three health points in the area are maintained as health stations, helping people avoid traveling long distances.

Dr. Pham Thi Ha Quyen, Deputy Head of the Phu Xuan Commune Health Station, said: “After the merger, we receive direct guidance and professional management from the Department of Health, creating uniformity throughout the sector. Preventive health programs, primary healthcare, disease control, and initial health care are implemented more synchronously and closely; medical examinations, treatment, and primary health care for the people are carried out regularly and continuously without interruption. The development of professional plans, training, and allocation of human resources and medical supplies are more timely and appropriate to the actual situation.”

Dur Kmăl commune was formed after merging the entire area and population of the two former communes of Băng Adrênh and Dur Kmăl, belonging to the old Krông Ana district. This is a revolutionary base commune of the province, with 17 ethnic groups living together; ethnic minorities account for over 45%.

“After the new commune came into operation, the commune Party Committee immediately established the Health Station Party Branch, appointing a station chief as the Party Branch Secretary to manage all activities. The commune People's Committee also directed the station chiefs to immediately implement measures to ensure uninterrupted medical examination, treatment, and healthcare services for the people. All difficulties and obstacles must be reported immediately to the Chairman of the commune People's Committee for timely resolution.”

Despite facing numerous challenges after the merger, the commune health station quickly stabilized its organization, effectively carrying out medical examinations, treatment, and healthcare for the people; actively implementing disease prevention and control activities, preventing major outbreaks; and achieving the planned targets for communication, expanded immunization, and national target programs. Furthermore, the unit implemented a code of conduct and communication, reforming the style and attitude of healthcare staff to ensure patient satisfaction.

Initially, many residents worried that access to healthcare services would be affected after the merger, but in reality, people can still receive medical examinations and treatment at the nearest health station as before. The health points in the former communes are still maintained, helping to reduce the burden on the main station and creating peace of mind for the people.

Ms. Nguyen Thi Yen, a resident of Phu Xuan commune, shared: “Initially, I was worried that the change in administrative boundaries would make it difficult to access medical care, but in reality, I can still get treatment near my home without having to travel far. The quality of medical care here is quite good, the registration process is quick, and I don't need to provide any additional documents other than my citizen ID card. The doctors update their information very quickly, so I feel reassured. For minor illnesses, I only need to be examined and receive medication or treatment at the facility without needing to be transferred to a higher-level hospital.”

Dr. Dao Thi Kim Phuong, Head of Dur Kman Health Station, said: “The main office is located at the old Dur Kman Health Station. The Bang Adrenh Health Station building is being used as a satellite station to serve the medical needs of the people in the former commune. This helps reduce the burden on the main station, preventing people from having to travel too far or not receiving timely service when they are sick. On average, each health station examines and treats about 20 patients per day.”

Currently, communes and wards throughout the province have identified the strengthening of grassroots healthcare as one of the top priorities in the initial phase of the two-tiered local government system. This aims to ensure that all citizens have convenient and timely access to healthcare services, while simultaneously improving the quality of medical examination and treatment at the grassroots level. Despite facing numerous challenges regarding human resources, infrastructure, and management, with decisive leadership from the province, the proactive approach of local authorities, and the efforts of medical staff, grassroots healthcare in communes and wards across the province is gradually asserting its role as the frontline in protecting community health in this new development phase.
