Petrovietnam: Pioneering in organizational innovation, restructuring lean enterprises, improving labor productivity

The Vietnam National Oil and Gas Group ( Petrovietnam ) has identified the urgent task of reforming its organizational structure and restructuring its enterprises to be more streamlined and improve labor productivity. In the context of the country preparing to enter a new era, an era of national progress, Petrovietnam has determined that the most urgent task is to continue reforming its organizational structure and restructuring its enterprises to be more streamlined, improve labor productivity, and create new impetus to develop the Group into a national industrial and energy group. The period of 2015-2020 can be considered the most difficult for Petrovietnam in its more than 60-year history of construction and development. Successive crises, particularly the "double crisis" caused by the Covid-19 pandemic and low oil prices, along with difficulties and challenges in exploration, development, and investment, have dealt severe blows to the entire Group's operations; the morale and sentiments of cadres, Party members, and employees have been affected; and the reputation, image, and brand of Petrovietnam have suffered. This reality demands that Petrovietnam undergo a "restructuring" to create momentum and a new vitality to meet the new development requirements of the oil and gas industry.

In light of this situation, in implementing Resolution 18-NQ/TW dated October 25, 2017, of the Central Committee of the Communist Party of Vietnam on "Some issues concerning the continued reform and restructuring of the organizational apparatus of the political system to be streamlined, effective, and efficient" (Resolution 18-NQ/TW), the Party Committee of the Vietnam National Petroleum Group (Party Committee of the Group) has resolutely implemented the resolution and received very high consensus throughout the entire political system of the Group.

In this context, the Group's Party Committee focused on restructuring the management apparatus, streamlining and reorganizing to reduce the number of departments by more than half in a decisive and effective manner, receiving very high consensus throughout the system. Simultaneously, the organizational structure was adapted to be more suitable and efficient; the staff and employees met the requirements and tasks, optimizing resources and improving labor productivity and efficiency to successfully achieve all set goals and objectives. The restructuring and reorganization of the apparatus has created a new dynamism and momentum in all of the Group's activities.

The reduction of specialized departments/offices and the clear definition of functions, tasks, and responsibilities of each individual and organization within the system have initially addressed the issues of dependence, avoidance of responsibility, and delays in handling work. Cadres, Party members, and employees throughout the Group have demonstrated confidence and peace of mind in their work, dedicating themselves to their work and striving to overcome difficulties in order to successfully achieve the goals and tasks assigned by the Party and the Government , together with the Group's leadership and units.

To meet the demands and tasks in the new situation and to take Petrovietnam to a new level of development, continuing to innovate the organizational structure and restructure the enterprise to be lean and improve labor productivity is identified as absolutely necessary and an urgent task that must be done immediately.

This was also affirmed by Comrade Le Manh Hung, Secretary of the Party Committee and Chairman of the Board of Directors of Petrovietnam, at a meeting commemorating the 63rd anniversary of the Traditional Day of the Vietnamese Oil and Gas Industry: “To be able to confidently move forward into the era of national development, Petrovietnam must shift its business model to suit market changes, while restructuring its governance model, streamlining its apparatus, and optimizing resources to improve productivity, effectiveness, and efficiency to serve the Group's development in the coming period.”

Based on Conclusion No. 76-KL/TW dated April 24, 2024, of the Politburo on the implementation of Resolution No. 41-NQ/TW dated July 23, 2015, of the Politburo on the strategic orientation for the development of Vietnam's oil and gas industry until 2025, with a vision to 2035, and some orientations for the new period; Decision No. 1243-QĐ/TTg dated October 25, 2023, of the Prime Minister approving the restructuring plan of Vietnam Oil and Gas Group for the period until the end of 2025; and in summarizing and evaluating the implementation of Resolution No. 18-NQ/TW, the Standing Committee of the Group's Party Committee issued a specialized resolution on reforming the organizational structure and restructuring enterprises to be lean and improve labor productivity.

In this context, the Group's Party Committee directed the review, development, and implementation of a comprehensive and overall restructuring plan for the organizational model of the parent company - the Group, and the restructuring of member units based on the principles of streamlining organizational structures, concentrating resources by sector; promoting decentralization and delegation of authority, increasing responsibility; elevating and instilling a culture of effective work execution and management, and fully leveraging Petrovietnam's strengths in the new situation; and carrying out this process synchronously, urgently, and simultaneously at all levels, from the parent company - the Group to the units, organizations, and political system throughout the Group.

Besides summarizing, evaluating, and drawing lessons from the implementation of Resolution No. 18-NQ/TW, Party committees at all levels within the Group proposed decisive solutions to innovate, reorganize, and restructure the organizational apparatus to improve the quality, effectiveness, efficiency, and labor productivity of the entire Group; to build and implement reforms in methods, synchronize processes, regulations, and operational procedures for handling work in all stages and fields to enhance the effectiveness of management and administration; and to ensure that work is handled correctly, promptly, and smoothly within the Group and its member units. In addition, they focused on improving the quality of human resources, upholding professional ethics, and elevating the responsibility for work performance, fostering intrinsic motivation stemming from Petrovietnam's culture; simplifying and standardizing processes; and increasing linkages and coordination in task implementation.

Recognizing this as a crucial task, the Standing Committee of the Group's Party Committee requested that priority be given to the management and operational apparatus of the parent company - Group in the first quarter of 2025, focusing on streamlining, efficiency, reducing bureaucracy, and lowering costs... while emphasizing the responsibility of the head of each unit/department; and improving the quality of the staff and employees to ensure they possess the necessary qualities and capabilities to meet the demands of the new situation. Along with the reform and restructuring of the management and operational apparatus of the parent company - Group, the Group's affiliated units and subsidiaries are also urged to promptly implement related tasks.

To successfully implement the second wave of reforms within the Group, the most important thing is to have consensus and clear communication from top to bottom, with understanding among every cadre, Party member, and oil and gas worker. Therefore, the entire Petrovietnam system, its units, and political and social organizations must fully disseminate information and policies of the Group so that cadres, Party members, and workers understand and agree with them.

With confidence in its tradition of over 63 years, and the spirit of "One Team - One Goal," the resilience of those who seek to ignite the flame, stemming from the soldiers of Uncle Ho's army who "complete every task and overcome every difficulty," Petrovietnam will excellently achieve the goals of restructuring, streamlining its organization, and improving labor productivity. This will also create new momentum to propel Petrovietnam into a new era, a new phase, focusing on shifting its business model and energy source, to develop into a National Industrial and Energy Group.
