On the afternoon of July 24, Prime Minister Pham Minh Chinh chaired the first meeting of the Steering Committee on natural disaster prevention and control and search and rescue in 2025.

The meeting was conducted online, connecting the Government headquarters to 34 provinces and centrally-administered cities, and 3,321 communes, wards, and special administrative regions nationwide.

In his opening remarks, on behalf of General Secretary To Lam, the Party and State leaders, and with his personal feelings, Prime Minister Pham Minh Chinh extended his deepest condolences to the relatives and families of those affected by natural disasters, especially the relatives and families of the victims who died or went missing in the sinking of the Vinh Xanh 58 ship ( Quang Ninh province) and in Typhoon No. 3 in recent days.

The Prime Minister also shared his condolences for the immense loss and property damage suffered by the people of the mountainous communes in Nghe An province who are experiencing severe flooding due to the impact of Typhoon No. 3 and its aftermath.

The Prime Minister demanded absolute vigilance and no negligence in the face of natural disasters, especially to prevent a situation where "people are isolated while leaders say they can't reach them"; every effort must be made to assess the situation, reach isolated areas, and provide food, supplies, and drinking water to the people.

According to the Prime Minister, the impact of climate change is causing weather patterns and natural disasters to become increasingly erratic, extreme, and unpredictable. The Prime Minister requested the assignment and delineation of responsibilities for advising and directing disaster prevention and control efforts in the coming period.

The Prime Minister also requested a discussion and assessment of disaster prevention and search and rescue efforts when implementing the two-tiered local government model, including the advantages, difficulties, and obstacles encountered, and the sharing of experiences and best practices.

On the morning of July 24th, Minister of National Defense Phan Van Giang directed the use of helicopters to deliver food, supplies, and essential items to the people in the isolated areas of Nghe An province.
