On the morning of July 18th, the twelfth plenary session of the Central Committee of the 13th Party Congress was solemnly inaugurated in Hanoi .

Dear Central Committee members,
Distinguished delegates attending the Conference,
Today, the Central Executive Committee held the 12th Conference in an atmosphere where the whole country is filled with excitement, competing to achieve achievements to celebrate major holidays and important events of the nation and determined to successfully implement the socio-economic development goals for 2025; the goals of the 13th National Congress, towards the 14th National Congress of the Party.
This conference is of particularly significant importance, convened nearly three months earlier than planned, demonstrating the proactive, urgent, and highly responsible spirit of the entire Party in comprehensively and meticulously preparing the contents to be presented at the 14th National Congress of the Party.
On behalf of the Politburo and the Secretariat, I warmly welcome the delegates attending the Conference and express my sincere gratitude for the tireless efforts of the members of the Central Committee and all Party members in fulfilling the Party's tasks, especially those since the Eleventh Central Committee Conference; I thank the entire Party for its unity and solidarity with the people of the whole country in successfully completing the task of implementing the two-tiered local government model on July 1, 2025, with a new development space; leading the nation into a new chapter in the history of the country's formation and development.
This conference takes place in the context of the entire Party, people and army changing the state from "Running and lining up" to "Straight lines, clear paths, united in moving forward" towards the future.
From the central government to 34 provinces and cities, and 3,321 communes, wards, and special zones, both the political and administrative systems are operating in a direction of organizational restructuring, improving the quality of governance and scientific management, reducing intermediaries, eliminating overlapping functions, being closer to the people, and serving the people better.
This is a breakthrough in the organization of the political system, demonstrating the Party's strong determination to establish a modern, honest, streamlined and people-oriented governance institution.
What is particularly commendable is that the aforementioned major policies and historical strategic decisions have received strong support, positive responses, and profound trust from all segments of the population.
People throughout the country have expressed great expectations for the Party's reform cause, trusting in the strategic vision, political acumen, and revolutionary ethics of the cadres and Party members. This is a solid and valuable socio-political foundation for us to continue moving forward in the new era.

According to the Rules of Procedure, the Central Party Office has sent the documents to comrades for prior review.
At this conference, the delegates focused their discussions and opinions on three major groups of topics: the preparation for the 14th National Congress of the Party; the creation of a political and legal basis for the goal of continuing the reform and renewal of the country in the coming period; and personnel work.
Regarding the first group of contents, the 14th Congress Document Subcommittees have selectively and seriously absorbed the opinions and contributions of Central Committee comrades at the 11th Central Conference as well as in the draft documents; the opinions and contributions of Party members and the masses, and of a number of Party Congresses at the commune and ward levels held in the recent past.
Following the directives of the Politburo and the Secretariat, the subcommittees on documents are urgently adjusting, supplementing, and finalizing the documents (Political Report, Socio-Economic Report, Report on Party Building and Implementation of the Party Charter, Report summarizing 40 years of reform) to submit to the Central Committee for comments.
Through many additions and improvements, the content of the Basic Document has ensured the requirements set forth such as revolutionary nature, scientific nature, strategic nature, practicality, synchronization, feasibility, orientation, etc.
However, in order for the content of this Draft Document to not only be the crystallization of the wisdom of the entire Party and people, but also a "lighting torch" for the country's development in the new period, each word and each content in the Draft Document must be truly concise, succinct, strategic but specific, micro because macro, accurately reflecting reality, accurately forecasting trends and orienting the future.
Regarding the content that forms the political basis for continued reform and innovation in the coming period, the Central Committee has directed agencies under the National Assembly, the Government, the Fatherland Front, and political and social organizations to focus on removing institutional difficulties and obstacles, creating a legal framework for national development.
The Central Committee is determined to thoroughly remove legal barriers because this issue is considered the "Bottleneck of the bottleneck" (In the 9th Session of the 15th National Assembly, the National Assembly passed 34 laws and issued 34 Resolutions, including 14 Resolutions regulating legal norms.
The National Assembly is expected to consider and pass 23 bills and 12 resolutions at its 10th session.
The Government and the Prime Minister have issued numerous Resolutions, Decrees, Decisions, and Official Telegrams providing guidance to overcome difficulties, especially in the economic and social fields, and to improve people's lives.
At this 12th Conference, the Central Committee will also consider and provide feedback on several contents that need to be amended and supplemented in the Central Committee Resolutions in the fields of land (Resolution No. 18 dated June 16, 2022); building a socialist rule of law state (Resolution No. 27 dated November 9, 2022); education and training (Resolution No. 29 dated November 4, 2013; Resolution No. 19 dated October 25, 2017); and provide guidance on adjusting the National Master Plan for the period 2021-2030 and vision to 2050.
Regarding the group of tasks related to personnel work, Party building, and the implementation of the Party Charter, the Central Committee will consider supplementing the planning for the Central Committee, the Secretariat, and the Politburo of the 14th term; the direction of personnel work for the Central Committee of the 14th term; and consider personnel matters within its authority.
This content has been meticulously and systematically prepared by the Central Organizing Committee, in compliance with the Party Charter and current Party regulations and laws.
Regarding the report presented to the 14th National Congress on the summary of the work of building and implementing the Party Charter, the document clearly assessed the reasons for the success in implementing the 10 tasks on Party building, the 3 key tasks, and the 3 breakthrough solutions set forth by the 13th National Congress.
The report summarizes 15 years of implementing the Party's charter (2011-2025), drawing profound lessons on this work. At the same time, the document also sets out directions, tasks, and solutions for Party building work and implementing the Party's charter during the 14th Congress term.
Dear comrades, Due to the special importance of the contents presented at the Conference, I suggest that the Central Committee should focus its intelligence and thoroughly discuss the following core issues:
Firstly: Conduct an objective and comprehensive assessment from the perspective of those involved in policy planning and policy implementation regarding the achievements and limitations of the 13th Party Congress term, thereby clearly identifying the causes and drawing profound lessons, especially regarding leadership, guidance, and organization of the implementation of Party resolutions.
Secondly: Contribute comprehensive, specific, and scientific opinions on the summary of theoretical and practical issues concerning the socialist-oriented reform process over the past 40 years, especially the lessons learned to serve as a basis for the next reform process in the new phase.
Thirdly: Identify the overall goals and strategic breakthroughs for the next term: rapid and sustainable development based on science and technology, innovation, and digital transformation; continue to improve the socialist-oriented market economy with state management under the leadership of the Party; build a service-oriented administration and modern public governance; and build a socialist rule of law state that is disciplined and progressive.
Fourth: Provide major orientations on protecting national independence and sovereignty, maintaining political and social stability; building a solid national defense and people's security in the new context; proactively and actively integrating more comprehensively, deeply and substantially into world politics, the international economy and human civilization.
Fifth: Clearly define the direction of personnel work for the 14th Central Committee. This is a particularly important issue, directly affecting the success or failure of the entire next term.
Personnel must meet the required standards and conditions, possess strong political convictions, innovative thinking, impeccable ethics, and act decisively for the collective good and the people, placing national and ethnic interests above all else. They must adhere to President Ho Chi Minh's teaching: "Cadres are the foundation of all work."
Sixth: Comments on the Draft Report on the Summary of Party building work and implementation of the Party Charter should focus on the directions, tasks, and solutions for Party building work during the 14th Congress term, paying special attention to the organizational model and cadre capacity according to the two-level local government model.
The proposed amendments and additions are in line with the practical realities of Party building in the new era, emphasizing Party inspection, supervision, and discipline, alongside recommendations for comprehensively revising the system of regulations on personnel work, planning, and management decentralization; standards and criteria for evaluating cadres; the system of titles and positions; and political theory training... The Party Charter is not only a legal framework but also the "soul" of Party discipline, the foundation for maintaining unity and cohesion throughout the Party.
Seventh: Contribute ideas to continue perfecting the national legal system according to the new development model. With the transformation of the socio-economic administrative space, the legal system must also be perfected, ensuring unity and synchronization, paving the way for new things, protecting the right, removing barriers, and untangling institutional bottlenecks.
The law must facilitate the achievement of the goals of a prosperous people, a strong nation, democracy, fairness, civilization, and service to the people.
Eighth: Provide feedback on integrating the content of three reports: the Political Report, the Socio-Economic Report, and the Report on Party Building Summary into a new "Political Report" to be presented at the 14th National Congress.
Ninth: Continue to contribute opinions to the Central Committee on the management and operation of the two-tiered government apparatus currently in place.
It is necessary to reflect the realities of each locality and grassroots level, identifying the difficulties they face and the need for central government support beyond the efforts of the local authorities, officials, civil servants, and workers, in order to achieve the goals of stability, development, and improvement in all aspects of people's lives.

To complete a huge amount of work in a short time, it is required that each Central Committee member promote a high sense of responsibility, concentrate their intelligence, discuss democratically, frankly, objectively and receptively.
National and ethnic interests must be placed above all else. No narrow interests, personal feelings, or favoritism and avoidance should be allowed to affect the quality of decision-making.
Each contribution at this Conference is not only meaningful to the content of the document, but also plays a role in forming our Party's strategic direction from now until 2030 and vision to 2045 and 2050.
I firmly believe that with the tradition of unity, discipline, and order of the Central Committee of the Party; with the wisdom, will for innovation, and aspiration for a prosperous and happy country, the 12th Central Committee Conference will be a great success, creating a solid foundation for the preparation of the 14th Party Congress, meeting the expectations of the entire Party, the entire people, and the entire army. With that spirit, I declare the 12th Central Committee Conference, 13th term, open.
