The delegation included representatives from the Provincial Party Committee's Propaganda Department; the Provincial Committee of the Vietnam Fatherland Front; the Provincial Party Committee Office; the Department of Labor, War Invalids and Social Affairs; the Provincial Military Command; and the Provincial Police Department. Also accompanying them were representatives from the Vinh City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee, as well as the Dien Chau District Party Committee, People's Committee, and Vietnam Fatherland Front Committee.
According to statistics, in Nghe An province, there are a total of 1,328 surviving soldiers, youth volunteers, and civilian laborers who directly participated in the Dien Bien Phu Campaign. This includes 525 Dien Bien Phu soldiers, 547 youth volunteers, 172 civilian laborers, and 84 wounded soldiers. Nghe An also has 705 families with relatives who are martyrs, youth volunteers, or civilian laborers who directly participated in the Dien Bien Phu Campaign.
In anticipation of the 70th anniversary of the Dien Bien Phu Victory, the Provincial Party Standing Committee issued a plan to organize a program to honor and express gratitude to the heroes, martyrs, Dien Bien Phu soldiers, youth volunteers, and civilian workers who directly participated in the Dien Bien Phu Campaign in the province.
Nghe An province has also established working groups to visit and present gifts to wounded soldiers, Dien Bien Phu veterans, youth volunteers, and civilian workers on the front lines.
In Dien Chau district, the provincial delegation visited Bui Dinh Hoe, born in 1927, a Dien Bien Phu veteran, in Dien Hoa commune. Mr. Bui Dinh Hoe was a soldier in Battalion 542, Regiment 165, Division 312, fighting in the Le Hong Phong, Northwest, Ly Thuong Kiet, and Dien Bien Phu battlefields.
The delegation also visited and presented gifts to Mr. Le Van Giao, born in 1930, in Dien Cat commune. Le Van Giao, a Dien Bien Phu veteran, was a soldier of Battalion 215, Regiment 98, Division 316, and participated in the attack on Hill A1 during the Dien Bien Phu Campaign.
During a visit to present gifts to the Dien Bien Phu veterans, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu and the delegation expressed their gratitude and appreciation for the immense contributions and sacrifices of the veterans in the resistance war against French colonialism, contributing to the Dien Bien Phu Victory, which was "renowned throughout the world and shook the earth".
On behalf of the Party Committee, Government, and people of Nghe An province, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu extended his best wishes to the families of the two elderly people, hoping they will continue to live happily and healthily, upholding the spirit of the Dien Bien Phu soldiers, and serving as a source of spiritual support for their descendants.
In Vinh City, the Deputy Secretary of the Provincial Party Committee and the delegation visited and presented gifts to Mr. Dinh Van Lam, born in 1934, residing in Hung Hoa commune. During the Dien Bien Phu Campaign, Mr. Dinh Van Lam fought in Company 9, Regiment 141, Division 312 (the same division as Mr. Bui Dinh Hoe in Dien Chau).
The delegation also visited and presented gifts to Mr. Pham Duc Minh, born in 1937, residing in Hung Loc commune. Mr. Pham Duc Minh was a veteran of the 674th Battalion, 174th Regiment, 316th Division.
During a visit to present gifts to the families of Dien Bien Phu soldiers, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu urged localities to uphold the tradition of remembering those who sacrificed for the country, paying attention to, visiting, supporting, and encouraging policy beneficiary families, families with meritorious contributions to the revolution, families of Dien Bien Phu soldiers, youth volunteers, and civilian workers who directly participated in the Dien Bien Phu Campaign in the area.
Deeply moved by the concern shown by the provincial leaders, representatives of the families of the Dien Bien Phu soldiers expressed their gratitude to the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee. The families of the Dien Bien Phu soldiers wished the provincial leaders good health and the successful completion of all tasks entrusted to them by the Party and the people.
