On the afternoon of November 1, continuing the program of meeting voters before the 17th session of the Provincial People's Council for the 2021-2026 term, at Thanh Huong commune (Thanh Chuong), the Provincial People's Council delegates: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council and Tran Thi Thanh Huyen - Deputy Secretary of the Party Committee of Dai Dong commune (Thanh Chuong) had a meeting with voters of 9 communes and towns in Hoa Quan area, including: Thanh Huong, Ngoc Lam, Thanh Thinh, Thanh Linh, Thanh Tien, Thanh Dong, Thanh Phong, Dai Dong and Thanh Chuong town.
Also participating in the meeting with voters was comrade Nguyen Hai Duong - Member of the Provincial Party Executive Committee, Secretary of the District Party Committee, Chairman of the People's Council of Thanh Chuong district.
After listening to the provincial and district People's Council delegates report on the expected content and agenda of the regular session at the end of 2023 of the provincial and Thanh Chuong district People's Councils; voters reflected and proposed many difficult and urgent issues at the grassroots level.

Voter Nguyen Van Quan (Thanh Thinh commune) reflected: Currently, according to regulations, the task of the radio station is assigned to the cultural and social civil servant; meanwhile, in a type II commune, only 1 civil servant is assigned to perform cultural, labor, war invalids and social tasks, with a large workload. On the other hand, the task of the radio station often requires overtime and requires the ability to write, read, and provide timely information to the people.
Therefore, this voter proposed that the Provincial People's Council consider arranging positions for the grassroots radio station; if this position is not arranged, the province is requested to stipulate the number of employees and the arrangement of positions will be left to the localities to take the initiative based on the practical needs of each locality.

Voter Nguyen Ba Duan proposed that the province add the title of internal affairs - emulation - religion. Voter Dang Thai Dinh (Thanh Huong commune) reflected that the policies for heads of branches of unions are too low, not creating motivation to attract this team; proposed that the Provincial People's Council study to improve the policies, creating favorable conditions for branches and associations to operate.
The issue that many voters in Hoa Quan communes are concerned about is related to the issuance of land use right certificates. Voter Nguyen The Ha (Thanh Huong commune) reported that in the residential area of hamlet 6, there are 53 households, including households that have lived for 4 generations, but have not yet been issued land use right certificates. He requested the province and district to find a solution for the people.

Voters also reflected that the quality of medical examination and treatment at district level is not effective, disease diagnosis is not accurate, forcing people to go to higher levels by themselves, not enjoying health insurance, which is very disadvantageous.
Several issues related to rural construction, investment in transportation systems, social insurance, health insurance, etc. were also reflected by many voters, requesting attention from all levels.

Enhancing responsibility in granting land use right certificates to people
At the end of the meeting with voters, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council shared the practical difficulties that voters reflected, recommended and proposed; at the same time, he received and explained many issues.
The issue that many voters have reflected on regarding the issuance of Land Use Right Certificates has been explained and affirmed by the Standing Vice Chairman of the Provincial People's Council. This is a content that the Provincial People's Council is interested in through monitoring organizations, organizing explanation sessions, and through that, the Provincial People's Committee has conducted a general review of more than 51,000 outstanding cases; of which there are more than 33,000 cases eligible for issuance of certificates in 5 groups (land without documents, land granted without authority, land in collective housing areas, land exchanged for building cultural houses...), and issued a plan to resolve these outstanding cases.

Therefore, the Standing Vice Chairman of the Provincial People's Council requested that the communes review whether their communes belong to the above groups. If not, they should propose to add them. If they do, they should seriously direct the implementation according to the plan of the Provincial People's Committee. In case it cannot be resolved, the District People's Council should step in to supervise and find solutions.
