Sophisticated and diverse tactics
According to statistics, in the first nine months of 2025, the Cyber Security and High-Tech Crime Prevention Department received and processed 48 reports and denunciations of crimes, of which 17 cases were prosecuted and investigated, all related to banking transactions. According to Lieutenant Colonel Trinh Hong Thai, Deputy Head of the Cyber Security and High-Tech Crime Prevention Department, the methods and tactics of criminals are becoming increasingly sophisticated, such as impersonating law enforcement agencies to trick people into providing account information; creating fake websites, applications, and messages impersonating bank brands; launching malware attacks and extortion; using AI and Deepfake to bypass biometric authentication; and spreading fake news and rumors about "bank bankruptcy" or "mass withdrawals" to cause public panic.
According to Mr. Dinh Van Minh, Deputy Director of MB Bank's Hai Phong Branch, based on customer feedback, most people fall prey to scams that are difficult or impossible to identify. Following the presented scenarios leads to the leakage of personal information or the insecurity of customer devices due to malware infection. From there, malicious actors gain control, proactively provide card information, and carry out money transfers and payments according to the presented scenarios. More dangerously, the forms of fraud and attacks are constantly changing and diversifying, making it difficult not only for customers but also for banks to proactively control the situation.
Similarly, VietinBank's system has recorded many cases of customers being scammed into transferring money, and despite warnings, these scams remain difficult to detect due to their professional and sophisticated methods. Meanwhile, the leakage of personal information and the buying and selling of bank accounts are widespread on social media and in the "underground" market. Many individuals exploit people's lack of knowledge to buy, rent, or borrow accounts for illegal purposes, causing losses to customers and posing a potential threat to public security and order.
The above facts show that, in the context of strong digital transformation, high-tech crime is becoming a non-traditional security challenge, directly impacting the financial and banking systems, the economy , and people's lives.

Strengthening prevention coordination
According to a review, there are currently about 40 banks with branches operating in Hai Phong city, of which over 80% are joint-stock commercial banks, with the remainder being state-owned banks and banks with 100% foreign investment. With the strong development of the 4.0 revolution, banking operations in Vietnam in general and Hai Phong in particular, based on digital and electronic platforms, have seen a strong breakthrough, with a dramatic increase in the number of accounts opened by individuals and organizations, and the number of online transactions, especially after the COVID-19 pandemic. However, this remarkable growth also poses a potential threat of high-tech crime targeting the huge number of customers and banks, especially commercial banks, which make up the majority of the current banking system.
Strengthening its defense system, Military Commercial Joint Stock Bank (MBBank) proactively and effectively implemented the "AI-based solution for protecting customer transactions." This solution provides multiple layers of protection with an early detection model to prevent and combat fraud risks. As a result, the bank's AI system has helped protect hundreds of billions of VND annually from fraudulent attacks. Furthermore, AI can automatically update and adapt to new fraud trends through big data analysis, something traditional analysis methods cannot achieve. Initial statistics show that the total amount protected for customers using this solution reaches tens of billions of VND per month, significantly reducing the number of customer fraud cases by over 85% compared to before implementation.
According to Ms. Ngo Thi Kim Phuong, Deputy Director of Kien Long Bank's Hai Phong Branch, the bank regularly updates urgent security alerts on official channels such as its website, mobile banking application, and verified fanpage, focusing on new tricks and tactics provided by the Cyber Security and High-Tech Crime Prevention Department to help customers and bank employees identify and prevent them early.
At the conference on strengthening crime prevention and control in the banking sector organized by the City Police in mid-October 2025, Lieutenant Colonel Vu Xuan Bao, Head of the Cyber Security and High-Tech Crime Prevention Department, emphasized: "Ensuring cybersecurity and preventing high-tech crimes in the banking sector is not only a professional task, but also a shared responsibility in protecting national economic security." He affirmed that the Cyber Security and High-Tech Crime Prevention Department will continue to work alongside credit institutions, strengthen coordination mechanisms, share information, and enhance response capabilities, contributing to maintaining financial security stability, social order, and public trust in the banking system.
