Ba Dinh District is rebuilding the old apartment complex; how will residents be compensated?
The Ngoc Khanh residential complex was built in 1980 and has seriously deteriorated. Given this situation, the city has a plan to renovate and rebuild the area next year.
Recently, the People's Committee of Ngoc Khanh Ward, Ba Dinh District ( Hanoi ) sought public opinion on the detailed planning for the reconstruction, construction, and renovation of old apartment buildings in the area.
Accordingly, the project covers an area of 24.08 hectares, with a total population of 17,800 people within the planned area. Of this, the area proposed for renovation and reconstruction is approximately 21,364 m2. This includes apartment buildings, land encroached upon for business purposes, clusters of individual houses, and courtyards between apartment buildings in the area.

According to the compensation plan in the project, the floor area of old apartment buildings will be compensated at 1-2 times the usable area of the demolished apartment. For old apartment buildings with unauthorized extensions or encroachments, the compensation rate will be approximately 0.3 times the usable area.
According to the ward's land use plan, the area of land allocated for the construction of the new apartment complex will be approximately 16,206 m2, accounting for 6.7% of the total project scale. The projected population for the project is approximately 4,272 people.
Currently, the Ngoc Khanh area is considered to have low land use efficiency, high building density, and inadequate infrastructure such as green spaces, parking lots, and a complex transportation system.
The renovation aims to develop according to the TOD (Transit-Oriented Development) model, helping to improve land use efficiency. Social infrastructure, green spaces, and parking facilities will be added. In addition, transportation and technical infrastructure will also be synchronized.
Previously, in April 2024, the Secretary of the Hanoi City Party Committee and a delegation directly inspected apartment building A, located in the old Ngoc Khanh apartment complex (Ngoc Khanh ward, Ba Dinh district). This is one of the dangerous apartment buildings classified as level D, where dozens of households have had to relocate to temporary housing to ensure their safety.
Following directives from the City Party Committee, the goal is to select investors by the end of 2024 so that Hanoi can begin renovating and rebuilding 1-2 old apartment complexes in 2025. Ba Dinh district will be prioritized for implementation in the first phase of the plan.

Currently, some old apartment buildings in Ngoc Khanh ward are being advertised for sale by brokers at an average price of around 40-45 million VND/m2. This price is also commensurate with the age of these apartment complexes. As for older apartment buildings, the price can reach 60-70 million VND/m2.
