Hoan Kiem District informs about the site clearance of the "Shark Jaw" building

According to the Hoan Kiem District People's Committee, the Dong Kinh - Nghia Thuc Square area covers approximately 1.2 hectares; it is bordered to the north by Hang Gai and Cau Go streets; to the south by the edge of Hoan Kiem Lake and Thuy Ta building; to the east by Ho Hoan Kiem street; and to the west by Hong Van - Long Van building.

The current situation includes: The square is a traffic area; the Ho Guom Commercial, Service and Food Center building, managed and operated by Hanoi Transport Corporation (Transerco), was built from 1991 to 1993 (land area approximately 390m2, usable floor area approximately 1,600m2).

The public space area east of Ho Guom Lake has a total planned area of ​​approximately 2.14 hectares, bordered to the west by Ho Guom Lake and Dinh Tien Hoang Street; to the north by existing residential areas; to the east by Ly Thai To Street; and to the south by Tran Nguyen Han Street.

There are approximately 54 land and building owners, including: 12 organizations, agencies, and units (the Department of Culture and Sports , Hanoi Electricity Corporation, the Institute of Literature, the Hanoi Population and Family Planning Office, the Hanoi Association of the Blind, the State Treasury Office, the Electricity Hotel, the Northern Electricity Corporation, Power Transmission Company No. 1, the City's Citizen Reception Office, and 2 cooperatives currently operating as specialized buildings) and about 42 households.

The Hoan Kiem District People's Committee stated that the data is based on preliminary investigations to date; accurate figures will be available after conducting surveys and collecting complete land and property records of the households.

Connecting the Ho Guom area with the Old Quarter.

According to the General Planning for the Construction of Hanoi Capital City until 2030 and with a vision to 2050, approved by the Prime Minister in Decision No. 1259/QD-TTg dated July 26, 2011, the area around Ho Guom Lake and its surroundings (A5) has a general orientation of being old town land, with the main spatial orientation being: preserving the distinctive image of the Ho Guom Lake area; improving the landscapes around Ho Guom Lake; preserving, restoring, managing, and protecting according to the Law on Cultural Heritage, around valuable historical works, on streets such as Dinh Tien Hoang, Ly Thai To, Hang Khay,... and around public squares (Dong Kinh - Nghia Thuc Square, the square around the statue of King Ly Thai To...).

Preserving and enhancing the architectural and landscape spaces of historically, culturally, and revolutionary landmarks: Ngoc Son Temple, Ba Kieu Temple, Hanoi Post Office, Trang Tien Commercial Center, the Monument to the Martyrs Who Sacrificed Their Lives for the Fatherland...; relocating some units and agencies to plan, renovate, upgrade, and expand the headquarters of city agencies: City Party Committee, City People's Committee, City People's Council...; adding public utility facilities to serve high-quality tourism and culture. Improving urban infrastructure and environmental conditions in the area.

Preserving and enhancing the green spaces and waterways, connecting the Ho Guom area with the Old Quarter, the Thang Long Imperial Citadel, and the Red River. Developing additional flower gardens, miniature landscapes, and pedestrian walkways in the areas where buildings are being renovated and rebuilt…

The Hoan Kiem District People's Committee also informed and encouraged the implementation of the plan to relocate some offices and headquarters of ministerial-level agencies, government-affiliated agencies, and state-owned companies and corporations. The land freed up after relocation will be used to build headquarters for the key political and administrative agencies of the Hanoi People's Committee, and a system of public works (parks, cultural facilities, or urban amenities such as parking lots, tram stations, squares, pedestrian walkways...).

Encourage the renovation of old, temporary, and worthless housing located within the core of urban areas; convert them into cultural and service facilities and resettlement housing. In addition, conditional conversion of residential land to service land is permitted, provided that infrastructure requirements such as parking lots and surrounding plazas are met.

Specifically, to concretize the General Planning for the Construction of Hanoi Capital City until 2030 and with a vision to 2050, according to the H1-1B urban sub-area planning (Ho Guom Lake area and its surroundings), at a scale of 1/2,000, approved by the Hanoi People's Committee in Decision No. 1360/QD-UBND dated March 19, 2021, it is also oriented as a space for the cultural exchange between East and West, Vietnamese culture and international culture, connecting and transitioning between the old town and the old streets; the core area of ​​the plan is Ho Guom Lake with the cluster of relics including Ngoc Son Temple - Thap But Tower and the flower gardens surrounding the lake; creating a unified and integrated landscape, forming an ideal space for pedestrians.

The plan includes organizing pedestrian zones along Dinh Tien Hoang Street...; in key landscape areas such as Dong Kinh - Nghia Thuc Square and the Ho Guom area; the axis from Dinh Tien Hoang Street to the Ba Kieu Temple flower garden, from the lake to the Old Quarter, and from Dong Kinh - Nghia Thuc Square to the lake are identified as important viewpoints; maintaining cultural activities, festivals, and community life in open spaces; and promoting the value of the system of historical relics based on their connection with pedestrian zones, sightseeing areas, and tourist attractions.

To date, the revised master plan for Hanoi until 2045, with a vision to 2065, approved by the Prime Minister in Decision No. 1668/QD-TTg dated December 27, 2024, also identifies the following: research on preserving, renovating, upgrading, and organizing the space around Ho Guom Lake in a way that creates more public spaces; and the headquarters of the City Party Committee, People's Committee, and City People's Council in the area surrounding Ho Guom Lake.

The site of the "Shark's Jaw" building will be cleared before April 30, 2025.

Regarding urban railway planning, along Dinh Tien Hoang Street on the west side, urban railway line No. 2 (South Thang Long - Tran Hung Dao section) will be built underground.

The Hanoi People's Committee approved the investment project for Metro Line 2, the section from Nam Thang Long to Tran Hung Dao, in Decision No. 2054/QD-UBND dated November 13, 2008, with the following parameters: The line length is approximately 11.5 km (approximately 2.6 km elevated and 8.9 km underground). The line includes 10 stations, with 3 elevated stations and 7 underground stations (including station C9).

Regarding station C9, according to the plan agreed upon by the Standing Committee of the Government in Notice No. 328/TB-VPCP dated October 14, 2022, station C9 will be built underground beneath Dinh Tien Hoang Street, in front of the land plots of Hanoi Electricity Corporation, Northern Electricity Corporation, and Hanoi People's Committee.

On December 16, 2024, the Prime Minister issued Decision No. 1578/QD-TTg approving the adjustment of the investment policy for the construction project of Hanoi's urban railway line 2, section Nam Thang Long - Tran Hung Dao. Currently, the Hanoi Urban Railway Management Board is preparing the route plan for the C8-C10 station section and the overall layout of station C9 for submission to the competent authority for approval.

Since the Hoan Kiem District People's Committee implemented the pedestrian street project around Hoan Kiem Lake, Dong Kinh - Nghia Thuc Square in particular, and the open spaces around Hoan Kiem Lake in general (the Ly Thai To monument area, Ly Thai To flower garden, Ngoc Son Temple area, Ba Kieu Temple area, etc.), it has created public spaces for cultural and artistic activities and recreation for the people of Hanoi on weekends and major holidays and anniversaries of Hanoi.

It can be said that Dong Kinh Nghia Thuc Square and the public spaces surrounding the lake are not only a cultural and historical site but also a place for community interaction and connection, serving the cultural and spiritual life of the people.

Therefore, the research and construction of the two aforementioned public squares and spaces will contribute to enhancing the inherent historical and cultural value, connecting two very important areas: the Ho Guom National Special Monument area (South) with the Old Quarter National Monument area (North); and contribute to concretizing the orientation of the approved plans.

Specifically, the area east of Ho Guom Lake is being studied and implemented according to the TOD (Transit-Oriented Development) model for the deployment of an underground urban railway line (Line 2 - the section from Nam Thang Long to Tran Hung Dao) connected to the underground station C9 on the west side of the land (including the station access systems in this area), contributing to strengthening urban technical infrastructure and public spaces, serving the people of Hanoi, in line with the policies and directives of the Central Government, the City Party Committee, the People's Committee of Hanoi, and the orientation in the revised master plan for Hanoi until 2045 with a vision to 2065, approved by the Prime Minister on December 27, 2024.

Regarding project implementation and land clearance progress, the project implementation process; land clearance, compensation, support, resettlement and temporary housing arrangements for organizations and households within the investment project area; and the land fund planned for resettlement are currently being urgently studied, proposed, and reported to the City People's Committee by relevant departments and localities as directed, ensuring the relocation progress is on schedule.

Regarding the planning of the two aforementioned public space areas and the completion of investment and project implementation procedures, the relevant departments and agencies of Hanoi City, the People's Committee of Hoan Kiem District, the Hanoi Institute of Construction Planning, and consultants and experts will expeditiously carry out these tasks in compliance with legal regulations. In particular, implementation will be based on the specific mechanisms enacted by the National Assembly in Resolution No. 188/2025/QH15 dated February 19, 2025 (Articles 5-6) on piloting certain special mechanisms and policies for the development of urban railway networks in Hanoi and Ho Chi Minh City, and the 2024 Capital City Law (Article 31).

It is expected that the land clearance for the "Shark's Jaw" building will be completed before April 30, 2025, and the land clearance for the area east of Ho Guom Lake will be completed before September 2, 2025.
