The plan aims to create a change in awareness and raise the sense of responsibility of Party committees, authorities, communities and the whole society in preventing and combating human trafficking and supporting victims of human trafficking. At the same time, it aims to overcome the causes and conditions that give rise to human trafficking crimes and the shortcomings and limitations in the work of preventing and combating human trafficking.
Ensure that 100% of denunciations, reports of crimes, and recommendations for prosecution related to human trafficking crimes are received and classified; the resolution rate reaches over 90%. Cases with signs of human trafficking crimes must be accepted for investigation and verification; when there is sufficient evidence, criminal cases must be initiated for investigation in accordance with the provisions of law. The rate of investigation and discovery of human trafficking cases reaches over 90% of the total number of cases prosecuted; 95% of human trafficking cases are resolved and prosecuted annually; 90% of human trafficking cases are resolved and tried.

Activities focused on include crime prevention communication; combating, prosecuting and trying criminals; receiving, verifying and rescuing victims; building and perfecting the legal system on preventing and combating human trafficking and international cooperation.
In particular, improve the efficiency and quality of reception, verification, identification, rescue, protection and initial support for victims according to the principle of "taking victims as the center"; implement measures to protect the confidentiality of information and safety of victims and their relatives according to the provisions of law.
Effectively implement the coordination regulations between the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Public Security, the Ministry of National Defense, and the Ministry of Foreign Affairs in receiving, protecting, and supporting victims of human trafficking.
In addition, organize a review and identify the number of people who have been absent from the locality for a long time without clear reasons; provide advice, receive and support victims of human trafficking to reintegrate into the community; review, screen and classify citizens returned by foreign countries.
