The plan aims to create a shift in awareness and enhance the sense of responsibility of Party committees, government agencies, the community, and society as a whole in preventing and combating human trafficking and supporting victims. It also seeks to address the causes and conditions that give rise to human trafficking crimes and the shortcomings and limitations in the prevention and control of human trafficking.
Ensure that 100% of denunciations, reports of crimes, and requests for prosecution related to human trafficking are received and classified; the resolution rate should exceed 90%. Cases with signs of human trafficking must be investigated and verified, and when sufficient evidence is found, criminal cases must be initiated for investigation in accordance with the law. The rate of investigation and discovery of human trafficking cases should exceed 90% of the total number of cases initiated; 95% of human trafficking cases annually should be resolved and prosecuted; and 90% of human trafficking cases should be resolved and tried.

In particular, it is essential to improve the efficiency and quality of receiving, verifying, identifying, rescuing, protecting, and providing initial support to victims based on the principle of "victim-centered care"; and to implement measures to protect the confidentiality of information and ensure the safety of victims and their relatives in accordance with the law.
Effectively implement the Coordination Regulations between the Ministry of Labour, Invalids and Social Affairs, the Ministry of Public Security, the Ministry of National Defence, and the Ministry of Foreign Affairs in the work of receiving, protecting, and supporting victims of human trafficking.
In addition, the organization will review and identify the number of people who have been absent from the locality for a long time without a clear reason; provide counseling, receive and support victims of human trafficking returning to reintegrate into the community; and review, screen, and classify citizens repatriated by foreign countries.
