(Dan Tri Newspaper) – On July 10th, Mr. Ho Quang Buu, Vice Chairman of the People's Committee of Quang Nam province, signed a document addressed to the National Assembly delegation of the province regarding proposals and recommendations for the development of Ngoc Linh ginseng in the area.
Quang Nam is one of only two localities in Vietnam, along with Kon Tum province, that possess the endemic Ngoc Linh ginseng plant – considered a national treasure.
According to the Vice Chairman of the Quang Nam Provincial People's Committee, the conservation and development of Ngoc Linh ginseng has achieved initial results; however, many difficulties and obstacles still need to be resolved.

According to the 2024 Land Law, the leasing of forest land in special-use forests, protection forests, and production forests for the cultivation of medicinal plants is clearly regulated. However, there are currently no specific regulations regarding the procedures, required documents, lease duration, lease price, and lease limits for implementation at the local level.
At the same time, Government Decree No. 84/2021/ND-CP dated September 22, 2021, stipulates that Ngoc Linh ginseng (natural) belongs to group IA and is granted a cultivation facility code for export purposes. However, there are still no specific guidelines to distinguish between natural and artificially cultivated Ngoc Linh ginseng.
According to the Quang Nam Provincial People's Committee, this creates difficulties in granting registration numbers to cultivation facilities, hindering the development of production and business aimed at exporting artificially cultivated Ngoc Linh ginseng; and affects the management and development of Ngoc Linh ginseng production in the locality.

Currently, there are no specific guidelines on the issuance and management of planting area codes for Ngoc Linh ginseng and other medicinal plants grown on forest land under the canopy of natural forests. The identification of Ngoc Linh ginseng is primarily based on experience and lacks adequate infrastructure and facilities for proper verification and identification.
The problem of counterfeit Ngoc Linh ginseng remains frequent and complex, affecting the reputation and quality of Ngoc Linh ginseng. Therefore, the People's Committee of Quang Nam province requests the Provincial National Assembly Delegation to propose to the National Assembly to consider and enact a law on Vietnamese ginseng.
Quang Nam province also proposed to the Government the investment in infrastructure for the Ngoc Linh ginseng capital, upgrading National Highway 40B (the section in Bac Tra My district, bordering Kon Tum province, 45km long) with an estimated cost of approximately 1,500 billion VND.
In addition, it is proposed to invest in the construction of a strategic road in the Ngoc Linh ginseng region (60km long) with a budget of approximately 911 billion VND. The government should also encourage and attract large corporations to invest in ginseng development in Quang Nam and designate a day each year for Vietnamese people to use Vietnamese ginseng (proposed August 1st annually).
Quang Nam province has planned a conservation and development area of over 15,500 hectares for Ngoc Linh ginseng. The province is also researching the possibility of transplanting Ngoc Linh ginseng to other localities with similar conditions to expand and develop the area under cultivation.
In Quang Nam province, there are two state-owned public service units that are caring for and protecting the original ginseng seed garden in Tra Linh commune, Nam Tra My district: the Quang Nam Ngoc Linh Ginseng and Medicinal Plant Development Center and the Nam Tra My District Agricultural Technical Center.
During the period 2018-2020, the units supplied businesses and people with nearly 48,000 one-year-old Ngoc Linh ginseng seedlings, generating over 9,600 billion VND in revenue.
Currently, there are over 10 businesses in Quang Nam province that purchase and process Ngoc Linh ginseng. Processed products made from Ngoc Linh ginseng include tea bags, ginseng honey, ginseng drinks, and ginseng lozenges…
