Only 6 out of 83 unauthorized access points were removed.
According to statistics from the Quang Ngai Provincial Traffic Safety Committee, the North-South railway system passing through the province is nearly 100km long. Along the route, there are dozens of level crossings and unauthorized access points that do not meet traffic safety standards, or only partially do. In particular, among these, the system of unauthorized access points poses many risks and a very high potential for railway accidents.
After many efforts, Quang Ngai province and relevant parties successfully eliminated 6 out of 83 unauthorized crossings over the railway in Quang Ngai province in 2023.
To ensure safety and minimize accidents, the Quang Ngai Traffic Safety Committee, the Quang Ngai Department of Transport, and the districts, towns, and cities with railway lines have proactively reviewed and coordinated with the railway industry to address the issue, such as installing marker posts and sturdy barriers. However, due to the large number of level crossings and unauthorized access points, the problem cannot be completely resolved.
Accordingly, in 2023 and early 2024, localities in Quang Ngai province only managed to resolve 6 out of 83 unauthorized access routes through the districts of Tu Nghia, Mo Duc, Binh Son and Duc Pho town.
To date, 77 unauthorized access points still exist but have not been officially closed. Among the districts and towns, Son Tinh district stands out with 15 locations, followed by Mo Duc district with 19 locations. Notably, Duc Pho town has as many as 25 unauthorized access points.
To ensure the smooth operation of the railway system and minimize accidents, Nghia Binh Railway Joint Stock Company and Quang Nam - Da Nang Railway Joint Stock Company have erected barriers to prevent cars and motorized vehicles from crossing unauthorized level crossings, leaving only a road surface width of less than 1.5m for pedestrians and two-wheeled vehicles.
In the context of limited funding, to ensure traffic safety at unauthorized crossings, the railway industry has erected barriers, leaving only a passage less than 1.5 meters wide for pedestrians and motorbikes to pass through.
At the same time, complete signage such as "Caution: Train" and "Stop and observe trains when crossing railway tracks" should be installed. In parallel, the authorities should install flashing yellow warning lights at unauthorized crossings to further enhance traffic safety at this location.
Agree to invest in upgrading some unauthorized access points into level crossings.
It is known that the North-South railway system passing through Quang Ngai province is nearly 100km long, with 42 level crossings along the route, including 17 guarded level crossings, 24 level crossings with automatic warning signals and automatic barriers, and 1 level crossing with warning signs at Km 992+220.
During an inspection of railway safety by the Quang Ngai Provincial Traffic Safety Committee, the Vietnam Railway Authority, the Traffic Police Department of Quang Ngai Province, and other relevant units, it was concluded that reviewing the system of level crossings and unauthorized access points to find solutions to ensure train safety is essential, especially during the peak period before, during, and after the Lunar New Year of the Year of the Dragon.
Deputy Director of the Vietnam Railway Department Nguyen Huy Hien and his delegation inspected the unauthorized level crossing at Km 912+550 in Binh Hiep commune, Binh Son district.
Representatives from the Quang Ngai Provincial Traffic Safety Committee proposed that, in order to effectively ensure traffic safety and definitively address unauthorized crossings over railway lines in the province, the Vietnam Railway Authority and the Ministry of Transport should allocate funds to invest in the construction of fences and access roads to legal level crossings and upgrade unauthorized crossings to public level crossings, thereby eliminating unauthorized crossings according to the approved plan.
The railway sector is concerned and will report to the competent authorities on the implementation of policies to support and compensate households living along the railway whose land is located within the railway safety corridor and the railway signal and communication line safety corridor.
The Vietnam Railways Corporation is directed to urgently prepare design documents for the boundary demarcation plan and submit them to the Quang Ngai Provincial People's Committee for approval, as a basis for implementing the next steps. This includes handing over management to the local authorities in accordance with regulations. Promptly repair any damage to the roadbed, surface, and railway signaling system.
Following an on-site inspection along the route, Deputy Director of the Vietnam Railway Authority Nguyen Huy Hien stated that, according to current regulations, unauthorized crossings are permitted to be converted into level crossings, and the unit found the proposal from Quang Ngai province to be reasonable. In the recent period, the local authorities have been proactive in upgrading these unauthorized crossings into level crossings.

The Vietnam Railway Authority agrees with several proposals from Quang Ngai province. Specifically, it approves the principle of constructing level crossings and fences at Km 957+020, in Duc Lan commune, Mo Duc district, and at Km 912+550 in Binh Hiep commune, Binh Son district.
Deputy Director of the Vietnam Railway Department, Nguyen Huy Hien, also noted that the Quang Ngai Provincial Traffic Safety Committee, Nghia Binh Railway Joint Stock Company, and related units need to pay attention to, review, and proactively implement measures to ensure railway traffic safety, such as strengthening propaganda, regularly inspecting and reviewing to promptly take measures to prevent violations of railway traffic safety regulations.
