The Investigation Police Agency, Quang Tri Provincial Police has just issued a decision to prosecute the case and prosecute Nguyen Van Hanh (born in 1983, residing in Dong Duc village, Dong Trach commune, Quang Tri province), owner of fishing boat number QB 92083TS, for the crime of "Obstruction or disruption of the operation of computer networks, telecommunications networks, and electronic devices" as prescribed in Clause 2, Article 287 of the Penal Code.

According to the investigation results, from 8:00 p.m. on May 18, 2025, Nguyen Van Hanh, the ship owner, controlled and cut off the power source of 2 voyage monitoring devices of the fishing vessel with registration number QB 92083TS leaving Gianh port (Quang Tri province) to go fishing.

At 4:30 p.m. on May 21, 2025, while this fishing vessel was operating in Chinese waters, it was discovered, arrested, and handed over to the Vietnam Coast Guard Region 1 Command for handling according to regulations.

This behavior caused the fishing vessel monitoring system to be interrupted for more than 68 hours, disrupting the management and monitoring activities of authorities.

According to the 2017 Fisheries Law, fishing vessels with a length of 15 meters or more are required to maintain the signal of the vessel monitoring device during their operation. Intentionally removing or turning off the VMS device is considered a serious violation, included in the group of acts warned by the European Commission (EC) in its recommendations on combating illegal, unreported and unregulated (IUU) fishing. The incident directly affects Vietnam's efforts to remove the EC's "yellow card" warning.

Currently, the Investigation Police Agency of Quang Tri Province Police is expanding the investigation, clarifying the role of related subjects to strictly handle them according to the law.
