Scope and subjects of application
The selection process is deployed centrally on the Science and Technology Initiative Portal. This ensures data connectivity via application programming interface (API) with relevant information systems.
Breakthrough initiatives are defined as open, creative, highly integrated, and change-making ideas and solutions that lead the transformation of development models and bring outstanding results to industries and fields. Breakthrough initiatives are not simply a specific project but a major strategic theme, implemented through many different programs, projects, and tasks.
Core requirements for breakthrough innovation
Breakthrough initiatives need to meet five basic requirements:
Novelty and creativity : Must have a different element, superior to existing solutions.
Breakthrough : Able to solve major bottlenecks and challenges in institutions, technology, resources or development models.
Feasibility : Must ensure there is a basis for implementation in terms of technology and resources, and a clear development roadmap.
Impact and spillover : Has the potential to create positive, far-reaching influence and directly contribute to the KPIs of the Strategic Action Plan.
Ability to mobilize social resources : Has the ability to strongly attract social resources.
Online admission and selection process (4 steps)
The breakthrough initiative selection process is implemented entirely online through 4 steps:
Step 1: Propose an initiative
All organizations and individuals submit their proposals online through the Science and Technology Initiative Portal.
Step 2: Screening and submission to the Steering Committee
The Ministry of Science and Technology shall preside over the examination of the validity of the dossiers and conduct a preliminary assessment based on the prescribed criteria.
For valid dossiers, the Ministry of Science and Technology will establish an Evaluation Council within 3 - 5 working days.
The Ministry of Science and Technology organizes a meeting or seeks written opinions from the Council and relevant ministries, branches and localities (maximum time of 14 working days for seeking opinions, synthesizing and screening).
Initiatives identified as breakthroughs and of strategic significance will be synthesized by the Ministry of Science and Technology and submitted to the Central Steering Committee for consideration and decision.
For invalid or non-compliant dossiers, the Ministry of Science and Technology will refuse to evaluate and notify the proposing organization or individual via the Science and Technology Initiative Portal.
Step 3: Review and approval
The Central Steering Committee (through its Standing Agency, the Central Office of the Party) presides over the review.
The review process involved extensive consultation with the 57 Chief Engineers and the National Advisory Council.
The maximum time limit for completing the appraisal is 30 working days from the date of receipt of the submission.
Step 4: Assign tasks and organize implementation
After the initiative is approved, the Central Steering Committee assigns the Government to direct relevant agencies to concretize the initiative into programs and projects and organize implementation, depending on the scale and nature.
The assigned agencies are responsible for periodically reporting the implementation progress to the Central Steering Committee (through the Ministry of Science and Technology).

The selection process is divided into 2 rounds with specific criteria:
The breakthrough innovation selection process is set up through two main rounds with specific criteria.
Round 1 is the Preliminary Screening stage chaired by the Ministry of Science and Technology . In this round, the initiative needs to meet four basic criteria: Conformity with the country's policies and strategic orientations; Breakthrough, clearly demonstrating new and creative elements, and solving important problems; Feasibility, having a scientific and practical basis for implementation; No duplication in content with approved tasks.
After passing this preliminary screening round, the initiative will be forwarded to the Central Steering Committee for appraisal and recognition. The prerequisite of Round 2 is that the initiative must fully meet the preliminary screening criteria of Round 1.
In addition, the Central Steering Committee will further evaluate strategic factors including: Impact potential , i.e. the ability to create a large and widespread influence; Urgency , to solve a priority, urgent problem; Implementation capacity , ensuring that businesses or organizations in Vietnam have sufficient capacity and resources to implement the initiative; Ability to mobilize social resources , demonstrated by high attractiveness to attract non-budgetary investment; Responsibility for implementation.
