This afternoon, April 2nd, Vice Chairman of the Provincial People's Committee Hoang Nam chaired a meeting to review and provide feedback on the draft content of several presentations and resolutions in the socio-cultural field to be submitted to the 24th session of the 8th Provincial People's Council.

The meeting reviewed and commented on the draft resolutions: regulating the prices of medical examination and treatment services not covered by the Health Insurance Fund (HI) and not on-demand medical examination and treatment services at state-owned medical facilities in Quang Tri province; proposing the investment policy for a project to renovate historical sites and cultural institutions to serve the 2024 Peace Festival; and proposing the investment policy for a project to repair and upgrade the gate, fence, and auxiliary facilities of Le Quy Don Specialized High School.

Currently, the prices of medical examination and treatment services not covered by the Health Insurance Fund in state-owned medical facilities in the province are implemented according to Resolution No. 40/2019/NQ-HĐND dated December 6, 2019, of the Provincial People's Council, with 1,953 items of medical examination and treatment services and hospital beds at the maximum price framework for medical examination and treatment services.

On November 17, 2023, the Ministry of Health issued Circular No. 21/2023/TT-BYT stipulating the framework for state-provided medical examination and treatment service prices and providing guidance on the application of prices and payment of medical examination and treatment costs in certain cases, effective from November 17, 2023.

To ensure timely and consistent implementation throughout the province, the Provincial People's Council's issuance of a resolution regulating the prices of medical examination and treatment services not covered by the Health Insurance Fund, and not services requested on demand at state-owned medical facilities in the province, is truly necessary and simultaneously replaces Resolution No. 40/2019/NQ-HĐND.

Based on feedback from provincial departments, agencies, and organizations, as well as the People's Committees of districts, towns, and cities, and healthcare facilities in the province; and the assessment results from the Department of Justice, the Department of Health has incorporated, revised, and finalized the draft submission and draft resolution and submitted them to the Provincial People's Committee.

To prepare for the 2024 Peace Festival, the Department of Culture, Sports and Tourism, in coordination with relevant departments, agencies, and localities, conducted surveys at five locations: Vinh Moc Tunnels, Hien Luong - Ben Hai Riverbanks; Thach Han River Flower Release Wharf; the Provincial Museum; and the Provincial Cultural and Film Center. Simultaneously, they prepared preliminary cost estimates for the renovation of these five facilities, totaling over 6.29 billion VND.

Accordingly, the project includes renovating and upgrading the reception and documentary film screening building, and the lighting system along the access road to the Vinh Moc Tunnel; renovating and upgrading the border flagpole, exhibition house, and welcome gate of Hien Luong Bridge; the combined building; the landscape of the North and South banks of the Hien Luong - Ben Hai historical site; renovating, cleaning, installing a lighting system, trimming trees, repairing the dilapidated restrooms at the flower-releasing docks on the North and South banks of the Thach Han River; and renovating the lighting system, painting, and cleaning around the bell tower of Quang Tri Ancient Citadel.

Regarding the proposed investment plan for the repair and upgrading of the gate, fence, and auxiliary facilities of Le Quy Don Specialized High School, the total investment is estimated at 1.3 billion VND, aiming to ensure the learning and teaching standards for students and teachers; to enhance the urban architectural landscape, maintain a green, clean, and beautiful environment, harmonize with the overall area, and ensure traffic safety...

Based on the opinions of relevant departments and agencies, Vice Chairman of the Provincial People's Committee Hoang Nam agreed with the draft proposals and resolutions. Regarding some aspects of the Provincial Museum's construction, he requested that the Department of Culture, Sports and Tourism rearrange the greenery within the grounds in a reasonable manner; prioritize the reconstruction of the fence (possibly replacing it with a green fence), and pay attention to the outdoor display shelters to ensure aesthetic appeal... in order to increase public accessibility and attract visitors in the future.
