Reviewing the draft report and resolution to be submitted to the 24th session of the 8th Provincial People's Council

This afternoon, April 2, Vice Chairman of the Provincial People's Committee Hoang Nam chaired a meeting to review and give opinions on the draft contents of a number of reports and resolutions on the cultural and social fields to be submitted to the 24th session of the 8th Provincial People's Council.

The meeting reviewed and commented on the draft: Resolution regulating the price of medical examination and treatment services not covered by the Health Insurance Fund (HIF) but not medical examination and treatment services upon request at State medical examination and treatment facilities in Quang Tri province; proposed investment policy for the project to renovate relics and cultural institutions to serve the organization of the 2024 Festival for Peace; proposed investment policy for the project to repair and upgrade the gate, fence and auxiliary items of Le Quy Don High School for the Gifted.

Currently, the price of medical examination and treatment services not covered by the Health Insurance Fund in state-owned medical examination and treatment facilities in the province is implemented according to Resolution No. 40/2019/NQ-HDND dated December 6, 2019 of the Provincial People's Council with 1,953 categories of medical examination and treatment services, hospital beds according to the maximum price range of medical examination and treatment services.

On November 17, 2023, the Ministry of Health issued Circular No. 21/2023/TT-BYT regulating the price framework for state medical examination and treatment services and providing guidance on applying prices and payment of medical examination and treatment costs in some cases, effective from November 17, 2023.

To ensure timeliness and uniform implementation in the province, it is really necessary for the Provincial People's Council to issue a resolution regulating the prices of medical examination and treatment services that are not covered by the Health Insurance Fund but are not medical examination and treatment services upon request at State medical examination and treatment facilities in the province, and at the same time replace Resolution No. 40/2019/NQ-HDND.

Based on the comments of provincial departments, branches, sectors, unions and People's Committees of districts, towns, cities and medical examination and treatment facilities in the province; the appraisal results of the Department of Justice, the Department of Health has received, revised, completed the draft report, draft resolution and submitted to the Provincial People's Committee.

To prepare for the 2024 Peace Festival, the Department of Culture, Sports and Tourism coordinated with relevant departments, branches, units and localities to conduct surveys at 5 locations: Vinh Moc Tunnels, Hien Luong - Ben Hai Banks; Thach Han River Flower Wharf; Provincial Museum Cultural Institution; Provincial Cultural - Cinema Center. At the same time, it established an estimate of the cost of renovating the above 5 works with a total cost of more than 6.29 billion VND.

Accordingly, the project will renovate and refurbish the reception and documentary film screening house, the lighting system for the road leading to Vinh Moc Tunnels; renovate and refurbish the border flagpole, exhibition house, and Hien Luong bridge welcome gate; the complex house; the landscape of the North and South banks of the Hien Luong - Ben Hai relic site; renovate, clean, install lighting systems, trim trees, repair degraded toilets at the Flower Dropping Wharf on the North and South banks of Thach Han River; and renovate the lighting system, paint, and clean around the bell tower of Quang Tri Ancient Citadel.

Regarding the proposed investment policy for the project to repair and upgrade the gate, fence and auxiliary items of Le Quy Don High School for the Gifted, the total investment is expected to be 1.3 billion VND, aiming to ensure the standards of learning and teaching of students and teachers of the school; create more beauty for the urban architectural landscape, maintain a green, clean, beautiful environment, in harmony with the overall area, ensure traffic safety...

Based on the opinions of relevant departments, agencies and sectors, Vice Chairman of the Provincial People's Committee Hoang Nam agreed with the draft reports and resolutions. Particularly for some items of the Provincial Museum, the Department of Culture, Sports and Tourism is requested to rearrange the trees in the campus area in a reasonable manner; prioritize the calculation of rebuilding the fence item (which can be replaced with a green fence), pay attention to the outdoor artifact roof item to ensure aesthetics... in order to increase public access and attract visitors in the coming time.
