Prime Minister Pham Minh Chinh chaired the first meeting of the Steering Committee for reviewing and resolving obstacles in the system of legal documents.
Implementing the resolutions and conclusions of the Party, the National Assembly , and the Government, on the morning of July 8th, Prime Minister Pham Minh Chinh chaired the first meeting of the Steering Committee for reviewing and resolving obstacles in the system of legal documents. The Steering Committee is directly headed by the Prime Minister.

Concluding the meeting, the Prime Minister stated that the session aimed to implement the work of the Steering Committee, assess the situation, determine requirements and objectives, and unify viewpoints, principles, scope, and content for reviewing and addressing obstacles in the system of legal documents.
The Prime Minister emphasized the requirement for the Steering Committee's activities to be "clear in terms of personnel, tasks, responsibilities, timelines, outputs, and results"; the specialized support team, with its members possessing sufficient capacity, qualifications, and dedication, includes departmental-level officials, experts, and researchers, headed by the Deputy Minister of Justice.
According to the Prime Minister, the scope and subjects of the review include a number of laws that urgently need amendment to remove bottlenecks; laws that were initially drafted by a particular ministry or agency will be overseen, reviewed, and proposed solutions by that ministry or agency. The review and resolution of obstacles have a solid political, legal, and practical basis.
The Prime Minister clearly stated the objective of contributing to overcoming the tendency to avoid responsibility, fear of making mistakes, fear of accountability, reluctance to think or act, and stagnation; improving the investment and business environment; contributing to macroeconomic stability, controlling inflation, promoting growth, ensuring major economic balances, and achieving the goals set forth in the Resolution of the 13th National Congress of the Party.
The review focused on decentralization and delegation of authority, with ministries and agencies concentrating on state management tasks and avoiding specific job descriptions; reducing and simplifying administrative procedures, removing overlaps and obstacles; unlocking resources, mobilizing both domestic and foreign resources; eliminating favoritism and harassment, and building a socialist rule of law state…
The Prime Minister proposed that after the review, a law amending multiple laws should be drafted using a simplified procedure and submitted to the National Assembly as soon as possible.
