1. Characteristics and situation:

The Ho Chi Minh Communist Youth Union of Nghe An Provincial Party Agencies (hereinafter referred to as the Provincial Party Agencies Union) was established under Project No. 3265-DA/TĐTN-TCKT and Decision No. 3257-QD/TĐTN-TCKT dated February 28, 2025 of the Provincial Youth Union Standing Committee.

The Provincial Party Agencies' Union is the direct superior Union at the grassroots level, with 6 grassroots Union organizations with a total of 320 members, under the leadership of the Executive Committee, the Standing Committee of the Provincial Union and the Party Committee of the Provincial Party Agencies.

The Executive Committee of the Provincial Party Committee consists of 9 comrades, appointed according to Decision No. 3258-QD/TĐTN-TCKT dated February 28, 2025 of the Provincial Youth Union Standing Committee. Including 01 Secretary, 01 Deputy Secretary and 01 member of the Standing Committee.

The 1st Congress of the Ho Chi Minh Communist Youth Union of Nghe An Provincial Party Committees, term 2025 - 2030, is an important political event, marking a step forward in the development of the Youth Union and youth movement of the Provincial Party Committees, demonstrating the spirit of solidarity, bravery and aspiration to contribute of the youth in the political system of the province.

2. Time, composition, and theme of the Congress:

The 1st Congress of the Ho Chi Minh Communist Youth Union of Nghe An Provincial Party Committee agencies, term 2025 - 2030, is scheduled to take place for 1 day on October 25 at Giao Te Hotel Conference Center (No. 09, Ho Tung Mau, Thanh Vinh Ward, Nghe An Province).

The Congress was attended by 126 delegates representing 6 grassroots organizations of the Youth Union. Specifically, the Youth Union of the Provincial Party Committee: 5 delegates; the Youth Union of the Provincial Party Committee: 11 delegates; the Youth Union of Nghe An Newspaper, Radio and Television: 13 delegates; the Delegation of the People's Court of Nghe An province: 39 delegates; the Delegation of the People's Procuracy of Nghe An province: 41 delegates; the Youth Union of the Provincial Vietnam Fatherland Front Committee: 17 delegates.

Congress theme: "Proud and confident in following the Party; promoting the spirit of solidarity, pioneering and creativity; building a strong Youth Union; contributing to the development of a rich and civilized homeland".

3. Basic contents of the Congress

The Congress assessed the performance since its establishment, decided on goals, directions, tasks, and solutions for the Union's work and youth movement for the 2025-2030 term.

The Executive Committee of the Provincial Party Committee's Youth Union fully implemented the personnel procedures for the Provincial Youth Union Standing Committee to appoint at the 1st Congress of the Ho Chi Minh Communist Youth Union of Nghe An Provincial Party Committees, term 2025 - 2030. Including: appointing the Executive Committee, Standing Committee and the positions of Secretary, Deputy Secretary; appointing the Inspection Committee and the positions of Chairman, Deputy Chairman of the Inspection Committee of the Provincial Party Committee's Youth Union for the term 2025 - 2030; appointing the delegation to attend the 19th Congress of the Ho Chi Minh Communist Youth Union of Nghe An Province, term 2025 - 2030.

The Congress is conducted paperless, all documents are transmitted on the Congress Digital Space (www. href="https://dhdoanccqdang.nghean.gov.vn/">https://dhdoanccqdang.nghean.gov.vn/ ) via QR code.

Congress roll call using facial recognition technology: The computer system will display delegate information on the main screen and report the total number to the Delegate Qualification Review Board.

Impressive highlights in implementing youth volunteer movements to welcome the Congress:

1. Within more than 7 months since its establishment, the entire Union has carried out more than 50 youth projects, presented more than 1,000 gifts with a total value of more than 300 million VND, connected support resources, and presented projects worth more than 350 million VND.

Successfully organized the blood donation program "Giving drops of blood - Giving love", collecting 250 units of blood. Organized visits and gave away more than 100 gifts worth over 50 million VND on the occasion of the 50th anniversary of the Liberation of the South, National Reunification, and War Invalids and Martyrs Day in 2025.

2. Many typical models and movements such as: Volunteer campaign to support people to integrate documents into the VneID application, 30-day and night campaign to digitize trial records, participating in the rapid digital transformation process of judicial units; "Program to improve knowledge and skills to fight and refute wrong and distorted views and arguments of hostile forces for students", program "Cooling for children - Nurturing knowledge"...

3. Health examination and consultation for more than 200 people in Bach Ha commune, Nghe An province; Organizing the activity "Gratitude meal", presenting "Gratitude garden" and giving gifts, solar lamps to 2 main families in Nhan Hoa commune, Nghe An province; Connecting Agribank Nghe An branch; Agribank Tu Liem branch with the Vietnam Fatherland Front Committee of Vinh Phu ward to support the construction of a house for Mr. Luong Van Hoa's family (4/4 disabled soldier) worth 100,000,000 VND...

4. 100% of union members are trained in digital skills; 100% of union bases organize at least one activity to popularize technology and AI; each union base has carried out at least one part of digitalization work associated with professional work; "Community Digital Technology & AI Team" models at agencies and units have been deployed, contributing to promoting the application of digital technology in all aspects of life and work.

5. Coordinate with the Party Committee's Propaganda and Mass Mobilization Department to launch an online contest to learn about the Resolution among youth union members, taking place from September 22 to October 5, 2025. As a result, there were more than 2,500 entries, awarding 20 individual prizes and 03 collective prizes to outstanding individuals and collectives.
