The 2025 State Budget Law, passed on June 25, 2025, stipulates stricter regulations on decentralization, accountability, timelines, and procedures for each stage of the budget settlement cycle. Many new provisions related to procedures for reviewing and consolidating budget settlements; regulations on funds carried over; handling advances and outstanding debts for basic construction… require ministries and central agencies to thoroughly understand and implement them synchronously starting from the 2025 budget year.
The purpose of organizing this conference is to ensure a unified understanding and implementation, facilitating the process of preparing, reviewing, and auditing the state budget final accounts report, thereby ensuring the quality and timeliness of the final accounts of ministries and sectors in 2025.
The conference is expected to be attended by approximately 200 delegates from the Ministry of Finance , the State Audit Office of Vietnam (SAO), and nearly 30 ministries and central agencies. Representatives from the SAO will include the Office of the SAO, the General Affairs Department, the Legal Affairs Department, the Audit Regulations and Quality Control Department, and specialized SAO branches II, III, and Ib.
The conference is expected to include discussions on practical issues from various ministries and agencies. Representatives from the Ministry of Health are expected to address difficulties in settling accounts for recurrent expenditures and targeted programs.
The Ministry of Agriculture and Environment has highlighted obstacles related to the settlement of public investment funds.
