Over the past period, Huong Son district has proactively implemented a focused and targeted approach with a suitable roadmap in reorganizing the organizational structure of public service units, ensuring that the set schedule is met.
The district has also reorganized and streamlined its administrative structure, reducing the number of departments; functions and tasks have been reviewed and adjusted appropriately, overcoming duplication and overlap in tasks and areas of management.
In 2015, the People's Committee of Huong Son district had 86 public service units, but by December 31, 2023, the locality had reorganized its structure to only 68 units, a reduction of 18 units (20.9%). Regarding the development of the Job Position Scheme for the period 2018-2023, all 66/68 public service units under the People's Committee of Huong Son district have completed the development of their job positions, which have been approved by the competent authorities.
Currently, two units in Ha Tinh province have not yet had their job position plans approved: the Cau Treo International Border Gate Regional General Hospital and the Center for Application of Science and Technology & Protection of Plants and Animals in Huong Son district.

Regarding the downsizing of personnel related to annual performance reviews and rankings from 2015 to 2023, 69 cases were resolved through early retirement or termination of employment in accordance with government decrees on personnel downsizing.
Following the reorganization, the functions, tasks, and powers of public non-profit units are implemented according to regulations. Currently, these units are operating stably, with streamlined organizational structures and effective, efficient operations.
In addition, there are still some shortcomings and limitations such as: some units have not completed the organizational structure plan (departments, divisions, teams) of public units as stipulated in Government Decree No. 120/2020/ND-CP; annual evaluation and ranking are still largely 형식적인 (formalistic), making it difficult to implement staff reduction and affecting the improvement of workforce quality...
Head of the Legal Committee of the Provincial People's Council, Nguyen Thi Nhuan: Huong Son district needs to pay more attention to the rational transfer of teachers in order to create high consensus within the staff.
Huong Son District also proposed groups of solutions related to institutional policies, implementation organization, and resources, such as: adjusting the Social Insurance Law, the Decree regulating retirement age for officials, civil servants, public employees, and workers according to target groups; reducing the retirement age for preschool and primary school teachers, and medical staff at public health facilities.

Speaking at the working session, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia acknowledged and highly appreciated the efforts of Huong Son district in implementing policies and laws on reforming the organizational and management system, and improving the quality and efficiency of public service units.
Regarding the proposals from Huong Son district, the Provincial National Assembly Delegation will compile them fully and submit them to the National Assembly, the province, and relevant agencies for consideration and resolution.
