In order to carry out the peak period of clearing encroachment on traffic safety corridors, since the end of November, the Department of Administrative Police for Social Order (PC06) - Nghe An Provincial Police, Vinh City Police, the City Urban Order Management Team, and Nghi Phu Commune authorities have coordinated to clear the encroachment on sidewalks and roads in front of the Provincial General Hospital.
After the clearance, forces were assigned to be on duty day and night. Initially, the situation of encroachment was resolved, returning the road to a clear and safe one for people and vehicles.

However, we must face the reality that this is only a temporary solution. Vinh City's viewpoint also clearly states that there must be a fundamental solution to completely resolve this situation. The city's units are currently assigned to be on duty, but due to the thin force, the overtime regime for officers on duty is still difficult, so in the short term, they will maintain the duty until all activities are in order.

On the other hand, where there is demand, there will be supply, when the demand in the hospital has not been met, while people coming to treat and care for patients come from many regions, have different circumstances, interests, and needs, therefore, it is impossible to prohibit people from going out to shop as well as prohibit people from doing business and making a legal living. The most difficult problem today is how to ensure urban security and order while also meeting the needs of patients and jobs for business households, which is very difficult to harmonize.
One of the most feasible solutions proposed by the Vinh City and Provincial Police is to arrange a new business location to the west of the hospital (back gate) to move all the businesses in front to the back to temporarily operate, to relieve the chaos and congestion at the front gate, and also create a place for people to do business and trade, serving patients visiting for examination. Vinh City assigned the People's Committee of Nghi Phu Commune to manage this temporary business area to ensure security, order, fire prevention and fighting...

According to the reporter's records, the selected area is the planned land for the 24m road behind the hospital. This is still an empty area, with few people and vehicles, located close to the hospital, so it is very feasible to become a shopping and service location for patients and residents, reducing pressure on the frontage of Lenin Avenue.
Sharing about this issue, Mr. Trinh Xuan Nam - Deputy Director of Nghe An General Hospital said: After receiving the plan from the Provincial Police, Vinh City on the plan to open a business location behind the hospital, the hospital's consistent view is to agree with this plan and this is also the hospital's responsibility to coordinate with all levels of the industry and the city to restore order, traffic safety, and urban area in front of the hospital gate that has existed for many years.

“Currently, the hospital is completing procedures to request the province, departments and branches to adjust the planning and open the western gate of the hospital according to the proposed plan. When the gate is opened, the hospital will direct the forces, officers, doctors and nurses to guide people to this area, and at the same time increase the number of signs so that people are aware, minimizing going to the front gate to shop and use services like before…” - Mr. Nam emphasized.
In addition, to limit the demand arising from outside, the hospital will also commit to improving the quality of services and diversifying goods to serve the people. Regarding food (the highest demand at the hospital), in addition to increasing the variety of dishes to ensure diversity, all food sources imported into the hospital will be strictly inspected for quality, food samples will be kept every hour, putting food safety and hygiene, the health of patients and visitors first.
Compared to the food floating outside, the quality of food in the hospital will be more guaranteed, the price will "increase" a bit but in return it will bring peace of mind to everyone.

In addition, the hospital is also proposing to the Nghi Phu commune government to rearrange the team of motorbike taxi drivers on duty in front of the hospital by forming teams, with management, clear name tags, neat parking spaces, and minimizing solicitation of customers when entering and exiting the hospital. This is also one of the causes of the disorder and traffic insecurity in recent years.
According to the reporter's records, although the hospital's west gate has not been officially opened, there are already traders bringing goods here to do business, ready for a new trading location that meets regulatory requirements.
