On the afternoon of November 7th, Mr. Tang Huu Phong - Deputy Head of the Propaganda Department of the Ho Chi Minh City Party Committee, and Mr. Nguyen Ngoc Hoi - Deputy Director of the Department of Information and Communications of Ho Chi Minh City, co-chaired a press conference on socio -economic issues of the city. Many issues were raised, such as: the 10,000 billion VND flood control project; the undergrounding of the power grid by the electricity sector; how livestreaming attacks and insults against others online are handled; and why students in teacher training programs at Saigon University and Ho Chi Minh City University of Education have not yet received their tuition and living expenses as stipulated in Government Decree No. 116/2020/ND-CP?

Regarding the issue of refunding tuition fees and living expenses as stipulated in Government Decree No. 116/2020/ND-CP for teacher training students at Saigon University and Ho Chi Minh City University of Education, what is the reason why these students have not yet received the refunds?
Representatives from the Ho Chi Minh City Department of Education and Training (GD&ĐT) stated that, according to the plan, the procedures were expected to be completed in October 2024. However, due to the number of students enrolled under Decree 116/2020/ND-CP for the 2021-2025 academic year, the Department of Education and Training had to supplement some content related to the legal basis at the time of undertaking the task and ordering teacher training, resulting in a delay compared to the initial plan.
"Currently, the Department of Education and Training is urgently preparing the necessary legal documents at the time of commissioning the project in order to transfer funding to Saigon University and Ho Chi Minh City University of Education as soon as possible," a representative from the Ho Chi Minh City Department of Education and Training stated.

Regarding the handling of livestreaming attacks and insults against others, Lieutenant Colonel Nguyen Thang Long, Deputy Head of the Staff Department of the Ho Chi Minh City Police, stated that livestreaming attacks and insults against others can create opportunities for malicious individuals to commit illegal acts. Specifically, these individuals may fabricate and distort the truth, spread false and misleading information with offensive, vulgar, and distorted language and content, and infringe upon the honor, dignity, and legitimate rights and interests of individuals and organizations.
In Vietnam, all citizens must abide by the law, including their activities in cyberspace. The Party and the State respect, protect, guarantee, and promote the freedom of expression of citizens. This is one of the fundamental human rights, and this right is within the framework of the law.
“To create a healthy online environment, people need to have a proper understanding of freedom of speech and strictly adhere to legal regulations when using cyberspace. Regarding live streams containing content that attacks others, people are urged not to participate, support, or comment on them, and to condemn wrongful acts; they should also report any violations of the law to the authorities,” Lieutenant Colonel Nguyen Thang Long suggested.
