To prepare for the 2024 tourist season, Sam Son City has developed a plan to organize and manage photography service businesses in the area.

Accordingly, the photo area is divided into clusters including:
Truong Le mountain area cluster (including Vinh Son beach area, Uncle Ho's memorial statue visiting Sam Son);
Beach area A (from the foot of Doc Cuoc temple to the center of the beach A stage, from the center of the beach A stage to Le Hoan street);
Beach area B (from Le Hoan street to the center of the beach stage;
From the center of the stage of B field to Le Lai street);
Beach area C (from Le Lai street to Ba Trieu street, from Ba Trieu street to Le Thanh Tong street);
Beach area D (from Le Thanh Tong street to Hai Ba Trung street, from Hai Ba Trung street to Van Chai tourist area).
Sam Son City requires that people doing business in photography services must have a clear background; have a permanent residence or temporary residence registration in Sam Son City; be trained and granted a certificate or have their training results recognized; be considered by the management unit and recommended to the competent authority for a business license.
Must have a civilized attitude and behavior, polite and friendly speech towards tourists. Wear uniform and wear according to regulations (provided by the management unit); clothes must be clean, beautiful and polite.
In particular, take photos in the area you register for. When visitors take photos with services such as ostriches, sandcastles and other statues, they must be informed of the additional service price.
Photographers are strictly prohibited from charging more than the stated price, taking additional photos, or developing additional photos when the customer does not request them; or forcing customers to take photos of poor quality.
Do not force guests to take photos or prevent guests from taking photos themselves; do not use uncivilized language or behavior; curse, threaten, insult, or assault tourists, causing public disorder; do not follow, solicit, or enter hotels or restaurants to solicit guests. Do not contract to take photos for guests staying at hotels or motels; organize card games or gambling; or drink alcohol while taking photos.
For photo printing activities, absolutely do not arrange in the beach area east of Ho Xuan Huong street.
The city also requested the People's Committees of communes and wards, the City Police, Market Management Team No. 2 and the Tourism Order Management Teams to inspect and handle violations.
Specifically, if the photographer violates the regulations of the City People's Committee, in addition to being fined according to the regulations, depending on the level of violation, the management unit has the right to refuse to consider and request a business license in the following years as follows: The first violation will not be granted a photography business license for a period of 1 year (2024); the second violation will not be granted a photography business license for a period of 3 years (from 2024); the third violation will not be granted a photography business license for a period of 5 years (from 2024).

Nearly 300 workers registered for photography service business attended the training course.
In particular, in order to raise awareness and responsibility of workers for the sustainable tourism development of the city, on the morning of April 24, Sam Son Center for Culture, Information, Sports and Tourism organized a training course on photography service business skills for nearly 300 workers who registered to do photography service business in 2024.
At the training course, trainees were informed of the basic contents and system of legal documents on photography service business activities; regulations of the City People's Committee on photography service business activities in 2024; organizing management and operation of photography service business activities and handling common situations arising during operation; communication skills with customers, introducing local tourist landscapes.
