On the afternoon of July 5th, the Department of Industry and Trade held a conference to implement solutions to improve and enhance the PAR Index, PCI, DDCI, Sipas… in 2024.

In 2023, regarding the Provincial Competitiveness Index (PCI), the Department of Industry and Trade's indicators, under the "Business Support Service Policies" axis, were actively implemented and generally highly appreciated by the business community. For the Department-level Competitiveness Index (DDCI), the Department of Industry and Trade's 2023 performance increased by 2.23 points compared to 2022, ranking 6th out of 16 departments, a decrease of one position compared to 2022. The Department of Industry and Trade's Public Administration Reform Index (PAR Index) in 2023 reached 86.47 points, ranking 14th out of 20 departments, a decrease of 1.98 points compared to 2022, resulting in a drop of 7 positions in the ranking. The Quang Ninh Provincial Department of Public Service Satisfaction Index (SIPAS) for citizens and organizations in 2023 reached 94.69%, ranking 7th out of 20 departments and agencies participating in the survey, an increase of 6 ranks compared to 2022.

At the conference, representatives from participating delegates discussed and analyzed the reasons for the overall decline in scores across various indicators; and proposed specific solutions to improve the declining scores and increase the scores for each indicator. The focus was on key issues such as: the need for synchronized implementation of solutions to support small and medium-sized enterprises; proactively and actively innovating leadership, direction, and management methods in carrying out administrative reform tasks at the Department; strengthening improvements in indicators with low rankings such as: legal institutions, informal costs, and fair competition; and promoting research and synchronized implementation of the contents of the component indicators… The aim was to overcome limitations and improve the Department's PAR Index, PCI, DDCI, and Sipas scores in 2024, contributing to the overall development of the province.
