(NLDO) - In the Resolution on questioning at the 9th Session, the National Assembly requested to soon study and promulgate a legal framework on piloting the crypto asset market.

On the morning of June 27th, after 35 days of work carried out with a high sense of responsibility, the 9th Session of the 15th National Assembly completed its agenda and held its closing session.

At the session, with a majority of participating delegates voting in favor, the National Assembly passed a Resolution on interpellation at the 9th Session.

The National Assembly unanimously assessed that, after 1.5 days of serious and responsible work, with a spirit of innovation and collaboration with the Government , and effectively promoting accountability, the question-and-answer session at the 9th Session was a great success, attracting the attention of voters and people nationwide.

The National Assembly generally agrees with the solutions and commitments reported by the Minister of Finance, the Minister of Education and Training, and other members of the Government during the questioning session.

The National Assembly requests the Government, the Prime Minister, ministries, ministerial-level agencies, and relevant agencies to focus on implementing solutions to overcome existing shortcomings and limitations, improve the effectiveness of state management, and create strong changes in the areas that were questioned.

Regarding the financial sector, the National Assembly requested strengthening discipline and order, improving the effectiveness and efficiency of state budget revenue and expenditure management; striving to increase state budget revenue in 2025 by over 15% compared to the projected figure. It also called for the strong development of capital mobilization channels from the capital market; and in 2025, preparing all necessary conditions to upgrade the stock market to an emerging market.

Promptly research and issue a legal framework for the pilot implementation of the cryptocurrency market in Vietnam. Allocate state budget resources to implement the Politburo's resolutions on science, technology, innovation, private sector development, lawmaking, organizational restructuring, tuition fee exemptions and reductions, and hospital fee exemptions.

Review and resolve obstacles and difficulties, accelerate the disbursement of public investment capital, and strive to achieve a 100% disbursement rate in 2025.

Research, supplement, and refine tax mechanisms and policies to support increased purchasing power, stimulate domestic consumption and tourism. Promote decentralization and delegation of authority, apply digital transformation, reform, reduce, and simplify administrative procedures in investment, production, and business, significantly reducing legal compliance costs.

To expedite the completion and operation of the "National Investment Single Window"; to implement all business-related procedures electronically by 2025; and to ensure that 100% of administrative procedures are carried out regardless of administrative boundaries within each province.

Fully institutionalize and effectively implement Resolution No. 68-NQ/TW of the Politburo on the development of the private economy and Resolution No. 198/2025/QH15 of the National Assembly on some special mechanisms and policies for the development of the private economy. Research and propose amendments to the Law on Supporting Small and Medium-Sized Enterprises. Strive to achieve a 51-52% contribution of the private sector to GDP by 2025. Complete the legal framework for new economic models, technology-based businesses, and digital platforms.

Implement solutions to support business households and individual entrepreneurs in smoothly transitioning from the lump-sum tax method to the tax payment method under tax management laws. Strengthen communication, training, and consultation to raise awareness of new tax policies and the scope of application of electronic invoices so that business households, individual entrepreneurs, and enterprises understand the policies correctly, and encourage business households to convert into enterprises. In 2025, accelerate the application of electronic invoices for entities in all sectors and fields as stipulated. Promote entrepreneurship, startups, and innovation throughout society.

Develop a selective FDI attraction policy, prioritizing high-tech enterprises with high added value, environmental friendliness, and commitments to technology transfer and linkages with domestic businesses; encourage FDI enterprises to strengthen training and improve the capacity of Vietnamese workers, and conduct research and development activities in Vietnam. Decisively address FDI projects that cause environmental pollution, use land inefficiently, suffer prolonged losses, or fail to implement or fulfill investment commitments.

Continue researching and refining regulations on tutoring and supplementary classes.

Regarding education and training, continue to review and improve mechanisms, remove institutional bottlenecks in higher education; review and amend to ensure consistency between the Education Law, the Higher Education Law, and the Vocational Education Law. Improve the effectiveness of state management, the quality of education and training, and continue to innovate and improve the governance model of higher education. Strengthen decentralization and delegation of power, promote university autonomy coupled with accountability; encourage financial autonomy, with reasonable supplementary investment from the state budget. Develop breakthrough mechanisms and policies to invest in the development of national universities, regional universities, and key higher education institutions to be on par with higher education institutions in advanced countries.

Propose mechanisms and policies to mobilize resources for the effective implementation of the Plan for the Network of Higher Education and Teacher Training Institutions for the period 2021-2030, with a vision to 2050, ensuring a focused and targeted approach that aligns with the human resource training needs of different regions and areas, as well as human resources for new science and technology sectors. Promptly revise, supplement, and improve regulations on scientific, technological, and innovation activities in higher education institutions....

Continue researching and improving legal regulations, guidelines, and communication regarding supplementary teaching and learning. Increase investment in infrastructure to ensure the necessary conditions for implementing the policy of organizing two-session-per-day teaching, harmoniously combining the time allocated to cultural subjects with other educational activities, in accordance with the psychology and age of students, to help them develop comprehensively. Improve teaching methods and organizational forms; strengthen the development of open educational resources, apply artificial intelligence, digital transformation, and smart teaching equipment, enhancing the quality of formal teaching and learning, and improving students' self-learning abilities.

Innovate methods and forms of testing, evaluation, and rewarding in a way that develops students' qualities and abilities, ensuring substance and combating the pursuit of superficial achievements in education.
