Viet Duc and Bach Mai Hospitals, Branch 2 to be put into operation soon in 2024

On the morning of November 29th, at the closing session of the 6th National Assembly meeting, with 474 delegates participating in the vote (representing 95.95%), the National Assembly officially passed a Resolution on continuing to implement a number of resolutions of the 14th National Assembly and from the beginning of the 15th term until the end of the 4th session on specialized supervision and questioning.

Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong presented a report explaining, receiving and revising the draft Resolution.

Accordingly, regarding the health sector, the Resolution clearly states that it is necessary to promptly issue all detailed regulations and implement the Law on Medical Examination and Treatment; to promptly submit to the National Assembly amendments and supplements to the Law on Health Insurance to ensure consistency with the 2023 Law on Medical Examination and Treatment and to meet practical requirements; and to review, amend, and supplement legal documents in the health sector in a timely manner to overcome inadequacies and obstacles, especially in the payment and settlement of costs for COVID-19 prevention and control.

The resolution stipulates the continued strengthening of disease prevention and control efforts, investment in medical facilities, and protection of people's health, especially in densely populated areas, disadvantaged regions, industrial zones, and high-tech zones. It also calls for strict adherence to ensuring that at least 30% of the health budget is allocated to preventive healthcare.

Gradually address the uneven quality of medical examination and treatment across different levels, regions, and areas nationwide. Implement interoperability and mutual recognition of laboratory test results and diagnostic imaging between medical examination and treatment facilities.

完善 policies and laws on socialized healthcare in public hospitals; improve the remuneration for healthcare workers, including healthcare workers in villages, hamlets, and industrial zones.

Continue implementing projects and programs to send young doctors to volunteer in mountainous areas, remote areas, border regions, islands, and areas with particularly difficult socio -economic conditions. Further accelerate the implementation of digital transformation in all areas of the health sector.

The resolution also states that in 2024, a plan will be developed to definitively resolve obstacles and shortcomings, to bring Viet Duc Hospital and Bach Mai Hospital's second facility in Ha Nam province into operation as soon as possible, and to definitively address the shortage of medicines and medical supplies at public hospitals. It will also ensure sufficient vaccines and maintain a vaccination rate of over 90% for all vaccines in the Expanded Immunization Program.

Continue to implement solutions to expand universal health insurance coverage, improve the quality of medical examination and treatment under health insurance, and effectively manage and utilize the Health Insurance Fund.

In 2024, research will be conducted to establish a mechanism for reimbursing people covered by health insurance who have to purchase their own medication and medical supplies, thereby completely resolving the issue of Social Insurance agencies defaulting on payments and settlements of health insurance medical examination and treatment costs.

Rectify and strictly handle violations in the procurement of medicines, medical equipment, and medical supplies; the over-prescription of medical services in examinations and treatments; and the exploitation of the Health Insurance Fund.

Earlier, in her explanation before the National Assembly on the morning of November 1st, Minister of Health Dao Hong Lan stated that, regarding the second facility projects of Bach Mai Hospital and Viet Duc Hospital in Ha Nam, on February 21st, 2023, the Prime Minister established a working group to review the difficulties, with the participation of the Ministry of Health, the Ministry of Construction, the Ministry of Planning and Investment, the Ministry of Finance, and the Ministry of Justice.

“To date, the team has submitted three reports to the Prime Minister on the difficulties and obstacles encountered during the project implementation and proposed solutions to extend the project's implementation period until December 31, 2025. They have reviewed and adjusted signed contracts in accordance with the laws on bidding, construction, and related legislation. At the same time, they have requested additional capital allocation to continue implementing the project and bring it into service for the people as soon as possible,” Ms. Lan stated.

According to the Minister of Health, in implementing the Prime Minister's conclusions, the Ministry of Health is currently coordinating with other ministries and agencies to negotiate with contractors and agree on contract adjustments and implement solutions in accordance with regulations, in order to bring these projects into implementation as soon as possible.

At the end of 2014, construction began on the second facilities of Bach Mai and Viet Duc Hospitals in Phu Ly City (Ha Nam province), and in October 2018, the outpatient clinics of both facilities were officially inaugurated.

Despite receiving 4,500 billion VND in investment from the State budget and other sources, these two medical facilities have failed to meet expectations in effectively relieving the burden on central-level hospitals in the North .
