Delegates attending the meeting.
Currently, there are 504 Lao students in Ha Tinh province studying at various educational institutions under scholarship programs. In the past, the province has provided support to these Lao students under the provincial scholarship program, but some regulations are no longer suitable. Therefore, to continue maintaining, strengthening, and promoting cooperation between Ha Tinh and Lao localities in the new context, it is necessary to issue regulations to ensure the basic living needs of Lao students during their studies in Ha Tinh.
Director of the Department of Foreign Affairs, Thai Phuc Son, reported on the process of preparing the submission and draft resolution.
The draft resolution stipulates several support measures related to living expenses, travel costs, tuition fees, dormitory accommodation costs, health insurance card costs, and support for health check-up expenses, as well as gifts for Lao students on holidays and festivals.
During the working session, delegates requested the advisory body to provide further explanations and clarifications on several issues, such as: the need for a more thorough and detailed assessment of the quality and effectiveness of training, and the utilization of trained human resources at schools in the province; the need to supplement the impact report, and to thoroughly assess and analyze the impacts of the upcoming policy; the support policy for vocational students; the implementation phase of the resolution; and the clear regulations on dormitory cost support.
Some opinions suggested increasing the level of support for students; expanding the scope of support to suit practical needs, including considering recipients for traditional Tet gifts and Lao National Day gifts, and support for the cost of purchasing health insurance cards...
Vice Chairman of the Provincial People's Council Tran Van Ky speaks at the working session.
Speaking at the meeting, Vice Chairman of the Provincial People's Council Tran Van Ky and Head of the Culture and Social Affairs Committee of the Provincial People's Council Dao Thi Anh Nga highly appreciated the preparation process of the Department of Foreign Affairs and other relevant departments and units. They also requested that the advisory body fully incorporate the opinions expressed by the attending delegates to promptly finalize the submission and draft resolution for presentation to the Provincial People's Council session in accordance with regulations.
