Promoting the role of cooperatives and cooperative groups
Based on the needs of household economy and local economic development conditions, cooperative groups (CGs) are established and operate in many forms and with rich content in many sectors and fields with many different names. Thereby, helping household economy overcome difficulties, limitations, and weaknesses in capital, technology, and production experience; helping member households use resources more effectively such as: land, water, local raw materials, labor, materials, capital, and receive information applied to production...
In recent times, the cooperative model of producing safe vegetables and fruits in Hoa Thanh commune, Chau Thanh district has brought high economic efficiency to the people. THT members apply science and technology, investing in production. With a total area of over 25 hectares of cultivated land, THT specializes in producing clean seasonal vegetables such as: cucumber, tomato, squash, pumpkin, bitter melon, luffa... With the goal of increasing the value of the product, farmers produce in a safe direction, monitoring the growth and development of vegetables.
Mr. Nguyen Tan Dat - Vice Chairman of the People's Committee of Hoa Thanh Commune, Chau Thanh District said that the locality always coordinates with cooperatives, cooperative groups and linkage groups to regularly mobilize farmers to participate in production linkages, and coordinate with enterprises to support farmers. Thereby, farmers' lives are relatively stable because they are supported by the province's agricultural policies, job creation and support to create conditions for vocational training.
According to Mr. La Huu Nghi - Chairman of the Cooperative Union, there are 188 cooperatives in the province, of which 18 are People's Credit Funds and 14 are transport cooperatives, the rest are mostly in the agricultural and non-agricultural sectors. In the past 5 years, the collective economic sector has had positive changes, cooperatives have increased in both quantity and quality, investment scale has been increasingly expanded, and the fields of operation have become increasingly rich and diverse. Many cooperatives continue to innovate, proactively apply scientific and technological advances to production and business, expand services, and improve service quality to improve operational efficiency and competitiveness.
More and more cooperatives are gradually overcoming the stagnation and weakness, striving to develop on a larger scale, with more stable and sustainable quality of operations; voluntary participation of members is not only in individuals and household economies but also in farms and small businesses, contributing to the creation of a significant amount of goods and services to meet production and consumption needs. Newly established cooperatives are increasingly increasing in number as well as capital contribution of members, with clearer and more flexible business plans and orientations.
Many solutions to improve the quality of cooperatives and unions
To implement the collective economic development strategy for the 2021-2030 period, the province focuses on implementing a number of solutions such as Party committees and authorities at all levels directing the implementation of policies and resolutions on collective economic development more strongly, concretizing and implementing the contents of leadership and direction of collective economic development, considering this a key and regular task.
In the socio-economic development programs and plans, sectoral and local development, Party committees and authorities at all levels need to pay attention to integrating the content and tasks of collective economic development and balancing the allocation of resources for deployment and implementation; proactively review, develop and supplement action programs, plans and projects for collective economic development to ensure they are positive, feasible and suitable to local, sectoral and unit realities.
Sectors and localities urgently review and re-evaluate collective economic units in the sector and locality, focusing on cooperatives. Based on a set of unified evaluation criteria, classify existing cooperatives into good, average, and weak; rectify the operations of cooperatives in accordance with the law and in accordance with the socio-economic conditions of the locality; determine a roadmap and solutions to thoroughly handle persistently weak and poor units, units that are organized and operate illegally.
Localities fully and promptly implement the Central Government's policies to support and encourage the development of collective economy; focus on reviewing and re-evaluating the promulgation and implementation of mechanisms and policies; promptly adjust, supplement or propose adjustments and supplements to ensure suitability, practicality, and effectiveness, clearly demonstrating concern for the collective economy.
Mechanisms and policies must be easy to implement, quickly put into practice, and resolutely not subsidized. There must be a mechanism to create conditions for cooperatives to participate in investment projects from local budgets, especially the new rural construction program.
Promote the operational efficiency of the Provincial Cooperative Development Support Fund; focus on developing, training, and fostering human resources, and evaluate to overcome limitations and difficulties in implementing current projects and plans for training and fostering human resources for the collective economic sector.
The provincial Cooperative Union strengthens its responsibility, improves its capacity and operational efficiency, and is the core in developing cooperatives, promoting the representative role of member cooperatives, protecting the legitimate rights and interests of member cooperatives; doing a good job of propaganda, mobilization, consulting, support, providing services, training, and fostering human resources to serve the goal of developing cooperatives and collective economy; proactively cooperating and seeking support from international organizations in developing collective economy in terms of training, consulting information, investment capital, and transfer of science and technology...
