The conference was held in a hybrid format, combining in-person and online participation, connecting to over 50 locations both domestically and internationally; it was also broadcast on social media platforms so that the Vietnamese community abroad could follow along.
At the conference, representatives from the National Assembly's Economic Committee, the Ministry of Natural Resources and Environment, and the Ministry of Construction introduced new points in the amended Land Law, the amended Housing Law, and the amended Real Estate Business Law, which directly relate to the Vietnamese community abroad. Accordingly, with these new regulations, the rights of Vietnamese people residing abroad (including those with Vietnamese citizenship and those of Vietnamese origin) have been specifically and clearly defined, and are being expanded.
Speaking at various locations, overseas Vietnamese highly appreciated the State Committee for Overseas Vietnamese Affairs for promptly presiding over and coordinating with agencies to draft and review laws, disseminating new content. These laws have incorporated, acknowledged, and reflected many aspirations and contributions from overseas Vietnamese during the law-making process.
Many overseas Vietnamese affirm that, with the new provisions in these laws, the rights of overseas Vietnamese in the fields of land, housing, and real estate business have been expanded, demonstrating the concern of the Party, State, and National Assembly for their compatriots. Overseas Vietnamese also hope that the guiding documents will continue to detail these provisions to create conditions for them to invest more strongly in the housing and real estate sectors in Vietnam.
At the conference, Deputy Minister of Foreign Affairs Le Thi Thu Hang, Chairwoman of the State Committee for Overseas Vietnamese, emphasized that the conference was held on March 26th – exactly 20 years since the Politburo issued Resolution 36-NQ/TW on work with overseas Vietnamese, demonstrating the high importance placed on the work related to overseas Vietnamese.
In order to implement Resolution 36-NQ/TW of the Politburo on work related to overseas Vietnamese, Directive 45-CT/TW on continuing to promote the implementation of Resolution 36-NQ/TW of the IX Politburo on work related to overseas Vietnamese in the new situation, and more recently, Conclusion 12-KL/TW dated August 12, 2021 of the Politburo on work related to overseas Vietnamese in the new situation, the Ministry of Foreign Affairs and the State Committee for Overseas Vietnamese have actively researched, advised, and proposed amendments to policies and laws related to overseas Vietnamese, especially laws related to land, housing, and real estate business.
Deputy Minister Le Thi Thu Hang expressed her hope to continue receiving contributions from overseas Vietnamese in the process of implementing these laws; she requested relevant agencies to take note of the suggestions from overseas Vietnamese to further institutionalize the Party's guidelines and policies as well as the provisions of the law, in order to bring the law into practice.
