Create conditions for effective implementation of policy credit programs

The People's Committee of Bac Binh district has just issued a plan to implement Plan No. 2377 of the Chairman of the Provincial People's Committee, on implementing Decision No. 05/QD-TTg dated January 4, 2023 of the Prime Minister on approving the Development Strategy of the Social Policy Bank to 2030.

The issuance of the plan aims to enhance the role and responsibility of agencies, departments, branches, People's Committees at all levels, relevant organizations and individuals in the management and coordination of the implementation of social policy credit to ensure consistency, feasibility and effectiveness. At the same time, strengthen the direction of authorities at all levels in developing and implementing policy mechanisms and allocating resources for social policy credit; create conditions for the District Social Policy Bank Transaction Office to effectively implement policy credit programs in the area.

Accordingly, strengthen the Party's leadership over social policy credit; continue to effectively implement the organization model and management method of the Social Policy Bank's specific policy credit in the district. Promote the role of social supervision and criticism of the Vietnam Fatherland Front Committee of the district and socio- political organizations. Every year, the local budget is entrusted through the District Social Policy Bank Branch to lend to the poor and other policy beneficiaries, accounting for about 15 - 20% of the growth in outstanding social policy credit.

In addition, effectively implement social policy credit programs and specific credit programs according to local conditions; ensure that 100% of the poor and policy beneficiaries who have needs and meet the conditions have access to financial products and services provided by the Social Policy Bank. In addition, research and propose to expand lending to specific subjects of the district, disadvantaged subjects who have not yet accessed preferential credit programs. Increase outstanding loans while ensuring the quality and effectiveness of policy credit are improved.

In particular, it is necessary to build a team of staff of the Social Policy Bank with professional ethics and skills to meet the requirements of the task; strongly apply information technology and digital transformation in management and operations. Timely deploy products and services of the Social Policy Bank to better serve policy subjects, contributing to the implementation of socio -economic development goals, sustainable poverty reduction and ensuring social security...
