On the afternoon of October 7th, the Chairman of the Provincial People's Committee issued Official Dispatch No. 24, requesting the Directors of provincial departments, agencies, and units, the Chairmen of the People's Committees of districts, towns, and cities, and related units to focus on directing and implementing measures to quickly restore agricultural production after Typhoon No. 3 and the subsequent floods.

People in Van Son commune (Trieu Son district) are tending to their winter corn crop.

According to the Official Dispatch, Typhoon No. 3 (Yagi) and the subsequent floods caused damage to people and state and private property, affecting production and business activities, especially agricultural production in the province. Immediately after Typhoon No. 3, the province continued to be affected by Typhoon No. 4 and prolonged rain and floods (from September 17, 2024 to September 24, 2024), causing significant damage to localities. In accordance with Official Dispatch No. 100/CĐ-TTg dated September 27, 2024, from the Prime Minister on focusing on directing and implementing measures to quickly restore agricultural production after Typhoon No. 3 and floods; To quickly overcome the consequences of natural disasters, restore and develop agricultural, forestry, and fisheries production, ensure food supply, contribute to inflation control, and stabilize the lives of the people, the Chairman of the Provincial People's Committee requests the Directors of provincial departments, agencies, and units, the Chairmen of the People's Committees of districts, towns, and cities, and relevant units to continue to strictly and effectively implement the directives of the Chairman of the Provincial People's Committee in Official Letter No. 14173/UBND-NN dated September 26, 2024, on the implementation of Resolution No. 143/NQ-CP dated September 17, 2024, of the Government, and at the same time focus on directing the effective implementation of the following key tasks:

Chairpersons of the People's Committees of districts, towns, and cities shall continue to review and compile complete and accurate statistics on damage to agricultural production; proactively and actively mobilize maximum local resources to immediately implement support policies for affected individuals in accordance with the law.

Focus on directing and proactively promoting agricultural, forestry, and fisheries production according to the orientation and guidance of competent authorities and the Ministry of Agriculture and Rural Development; guide and support the people in promptly implementing solutions to restore production, especially crop cultivation, aquaculture, and livestock farming. In particular, provide various types of plant and animal breeds to areas affected and damaged by natural disasters to promote production and business, ensuring stable livelihoods for people in the last months of 2024, especially during the Lunar New Year of the Year of the Snake 2025.

The organization will monitor and closely track the situation to promote agricultural production and business, especially the supply and demand of essential agricultural products and the prices of input materials for agricultural production in the area, in order to proactively implement solutions to ensure supply, control prices, and prevent illegal speculation, profiteering, and sudden, unreasonable price manipulation that affects people's lives.

The Department of Agriculture and Rural Development will take the lead and coordinate with local authorities and relevant units to implement comprehensive measures to overcome the consequences and restore agricultural production in localities affected and damaged by recent storms, floods, and landslides; proactively review production plans, restructure crops and livestock, organize production in a flexible, efficient, and nature-friendly manner, adapt to climate change, and proactively prevent and combat natural disasters, especially ensuring the supply chain of plant and animal seeds to overcome the consequences of storms and floods.

Review agricultural production plans and strategies, and consider boosting production in localities unaffected by the recent storms and floods to proactively regulate and ensure sufficient food supply in the coming period, especially during the end of the year and the Lunar New Year of 2025.

Review, compile, and promptly coordinate with relevant units to resolve, within their authority, or report to higher authorities for resolution, requests from localities regarding support in terms of materials, chemicals for environmental treatment, plant seeds, livestock, and aquatic species (if any) to help people restore production.

The Department of Industry and Trade, the Market Management Department of Thanh Hoa province, and local authorities, according to their assigned functions and duties, should proactively monitor the situation and developments in the supply and prices of agricultural products, especially in localities affected and damaged by storms and floods; promptly implement measures to regulate the circulation of goods, ensure supply, control prices, and prevent speculation, hoarding, price manipulation, the sale of counterfeit or substandard goods, and the exploitation of natural disasters, storms, and floods for profit.

The Department of Finance and the Tax Department of Thanh Hoa province, in accordance with their assigned functions, duties, and authority, are urgently guiding the implementation of financial support policies, tax exemptions, reductions, and extensions, as well as land and water surface lease fees, for localities and individuals affected and damaged by storms and floods, especially in agricultural production, as stipulated by law.

Regarding support for restoring production in areas damaged by natural disasters as stipulated in Government Decree No. 02/2017/ND-CP dated January 9, 2017: The Department of Finance is requested to urgently take the lead and coordinate with the Department of Agriculture and Rural Development and relevant localities and units to implement the procedures for providing support to affected individuals in accordance with the law.

The State Bank of Vietnam, Thanh Hoa Provincial Branch, and the Director of the Social Policy Bank of Thanh Hoa Province, based on the directives and guidance of the State Bank of Vietnam, are urgently implementing measures and solutions according to their functions and duties to restore production and business activities, and agricultural production after the storm and floods.

Farmers, citizens, cooperatives, businesses, etc., continue to promote self-reliance, self-improvement, and proactive creativity in overcoming difficulties and challenges to restore production and business; at the same time, they contribute ideas and suggestions to the authorities at all levels to find timely, appropriate, and effective solutions to jointly overcome the consequences caused by storms and floods.

Provincial departments, agencies, and related units should continue to proactively and actively mobilize organizations and individuals to raise funds and goods to promptly support affected people and localities.
