
To implement the project, the locality had to reclaim more than 8.2 hectares of agricultural and forestry land directly related to 76 households and a number of organizations, most of which was single-crop rice land - the main source of income for many households. This made the site clearance work difficult, because people expected to receive compensation commensurate with the production value and the role of the reclaimed land in people's lives.

According to feedback from the grassroots, the compensation price for agricultural land according to the current regulations of the province is lower than the wishes of some households. Therefore, the mentality of hesitation and consideration has appeared right from the first days of implementing the land acquisition work. This is also the main reason why the progress of handing over the site is slower than the investor's plan.

According to the reporter, most households clearly understand the significance of this educational project, especially for children of ethnic minorities in the highlands. However, when the agricultural land area - many households only have one crop - is recovered, people want to be compensated close to the actual production to stabilize their livelihoods after handing over the land.

Faced with these difficulties, the People's Committee of Muong Khuong commune has actively taken action and synchronously deployed many solutions. The commune has developed a statistical plan, conducted a census, and established a propaganda team and a census team to directly meet each household. Approaching each household is carried out according to the motto "going to every alley, knocking on every door", in order to clearly explain the policies of the Party and the State, as well as to be transparent about the contents related to compensation and support.

Mr. Pham Duc Trung - Vice Chairman of Muong Khuong Commune People's Committee, said: Many households reported that the compensation price for agricultural land is still low compared to the actual value they expected. Therefore, the commune is continuing to strengthen propaganda and mobilization work, and at the same time coordinating with organizations to ensure that people have full access to information and clearly understand the meaning of the project. The transparency of support and compensation plans is identified as a key task to create consensus among the people.

In phase 1, the Commune People's Committee issued a notice of land reclamation to 42 households. Up to now, 8 households have voluntarily agreed and signed the minutes of early site handover, creating conditions for the investor to implement some initial technical items. Although this number is not much, the change in awareness and cooperative spirit of households is a positive signal, reflecting the initial effectiveness of propaganda and mobilization work.
For phase 2, the local government is completing the appraisal of the survey map for the remaining 34 households. Up to now, the entire dossier is being accepted to complete the compensation plan, and at the same time widely publicized to the people before implementing land recovery in accordance with regulations. When phase 2 is completed, the entire area of more than 8.2 hectares of the project will be eligible for handover to the investor, creating the basis for simultaneous implementation of construction and ensuring the overall progress of the project.

Along with site clearance work, construction units are focusing on implementing items that can be done right on the handed-over area, to ensure the overall progress of the project.
Mr. Nguyen Viet Ha - Deputy Head of Project Department 3, Lao Cai Provincial Construction Investment Project Management Board, said: The goal is to complete all site clearance work in December 2025. Currently, the contractor is fully preparing the conditions to implement the excavation volume of nearly 180,000 m³ of foundation, at the same time preparing to process and handle reinforced concrete piles to be ready to start pile driving as soon as the site is handed over. According to Mr. Ha, the investor's goal is to complete the entire project before August 30, 2026.

Mr. Phung Viet Long - Director of Duc Manh General Construction Company Limited - one of the five units in the contractor consortium, said: The enterprise has fully prepared machinery, equipment and materials to be ready for simultaneous construction when the site is completely handed over.

The Muong Khuong Primary and Secondary Boarding School Project has a scale of nearly 5 hectares, including 28 classrooms and items: classroom block, head office building, dormitory, dining room, sports area, official house for teachers and auxiliary items. The project has a total investment of 215 billion VND, meeting the learning needs of about 980 students, mainly ethnic minority children in the border commune of Muong Khuong. When completed, the project is expected to contribute to reducing the situation of students having to travel far, while creating a more stable and quality learning environment for primary and secondary school students.

To ensure the project is completed as planned, the Muong Khuong commune government has determined to continue promoting propaganda and direct dialogue with each household; publicly and transparently publicizing compensation plans; mobilizing the participation of the Fatherland Front and socio-political organizations; and carefully reviewing legal documents to limit the occurrence of complaints.

With the drastic participation of the local government, the efforts of the investor and the consensus of the people, the project aims to complete the site clearance work in December 2025 and finish on schedule in August 2026. When completed, the project will make an important contribution to improving the quality of education and promoting sustainable development for the Muong Khuong highland area.
