Focus on removing obstacles in site clearance for construction works and projects

On the morning of October 10, Vice Chairman of the Provincial People's Committee Truong Cong Thai chaired a meeting to assess the implementation status, difficulties and obstacles in site clearance (GPMB) of projects invested by the Provincial Management Board of Investment Projects for Construction of Traffic Works and Rural Development Agriculture (Board A) and the Provincial Management Board of Investment Projects for Construction of Civil and Industrial Works (Board B).

Reporting at the meeting, representatives of Board A and Board B said that currently, many projects invested by the Boards are facing difficulties in site clearance work. Some common problems include: difficulties in determining the origin of land; slow construction and approval of specific land prices to develop compensation and support plans for site clearance; some projects are stuck with compensation policies (addition of crop types, support levels); slow adjustment of detailed construction planning projects 1/500; problems with procedures for construction material mines; households in the project area do not agree with the compensation and support plans for site clearance...

Specifically: The Project to Improve and Upgrade Provincial Road 1, from Buon Ky Bridge, Buon Ma Thuot City to Km 49+00, is currently stuck with 13 households, waiting for the Quang Phu Regional Land Fund Development Center to submit the second phase plan (additional planting areas and weighing stations not yet included in the regulations); The project to prevent landslides on the banks of the Krong Pach River and build a dike to prevent floods through Vu Bon Commune has not yet completed the work of building specific land prices, and some plans have not been agreed by people to receive compensation and support; Ton Duc Thang Road Project (section from Nguyen Dinh Chieu Street to Tran Khanh Du Street and section from Phan Trong Tue Street to Le Quy Don Street); Project to upgrade and expand the road to the cemetery in Buon Ma Thuot City...

After listening to the reports of the units, Vice Chairman of the Provincial People's Committee Truong Cong Thai acknowledged the efforts of the investors and departments, branches and localities who proactively coordinated and implemented the support and compensation work for site clearance of works and projects.

In the coming time, in order for the projects to be implemented on schedule and to promptly disburse public investment capital, the Vice Chairman of the Provincial People's Committee assigned the Department of Home Affairs to continue to preside over the review and arrangement of staff working in the field of planning, land, construction and infrastructure. It is required to ensure the principle of "right person, right job, right expertise" to improve work efficiency. In particular, it is necessary to classify and immediately perfect the personnel in key communes and wards for compensation and site clearance work of works and projects.

Leaders of Buon Ma Thuot ward pointed out some difficulties in site clearance work for project works.

The Department of Agriculture and Environment shall continue to preside over and coordinate with relevant agencies, units, localities and investors, continue to review difficulties and obstacles in implementing projects in the province, proactively guide units and localities to implement related contents on compensation, support for site clearance and resettlement.

The Department of Construction shall preside over and coordinate with relevant departments, branches and localities, based on legal regulations, to issue written instructions to communes, wards and relevant units to implement according to regulations. For projects lacking land for embankment, investors need to proactively find solutions. In cases beyond their authority, they must report to the Provincial People's Committee for resolution.
