Focus on repairing the 5,000-seat multi-purpose arena.

According to the plan, from December 6-9, 2024, the Ministry of Public Security will organize the 2024 Asian Police Taekwondo Championship at the 5,000-seat multi-purpose gymnasium in Quang Ninh province. To ensure the conditions for organizing the tournament, the province is currently urgently implementing repair work for damage caused by Typhoon No. 3. Progress has reached over 70% of the total volume of items and works, and the project will be completed by the end of November.

Following the impact of Typhoon No. 3, the 5,000-seat multi-purpose gymnasium (Dai Yen Ward, Ha Long City) suffered severe damage. Specifically, more than 2,000 square meters were damaged.   The exterior aluminum composite panels are peeling and breaking, posing a safety hazard to the area below, which serves as a common walkway; many glass walls, ceilings, and corrugated iron roofs are damaged, causing leaks into the building and affecting the grandstands and playing fields; the air conditioning and lighting systems are broken, and many pieces of equipment are inoperable…

This is a typical cultural institution of the province, built on a 15-hectare plot of land and inaugurated and put into operation in 2018. The gymnasium has hosted many major sporting events of the province and the country, such as the 31st SEA Games; it is also a training ground for nearly 600 professional athletes from the province; and it was selected by the Ministry of Public Security and the World Police Taekwondo Federation to host the 2024 Asian Police Taekwondo Championship, with the participation of more than 2,500 delegates and athletes from 44 countries and territories in the Asian region.

Recognizing the project's crucial role and significance for the province and the nation, and also as an opportunity to promote the image and affirm the capabilities and talents of Vietnamese people in general, and of the officers and soldiers of the Vietnam People's Public Security in particular, to international friends; and an opportunity for Quang Ninh to affirm its professional, friendly, and hospitable brand, creating a positive impression on delegates and athletes participating in the competition… from the beginning of October, the Provincial People's Committee assigned the Provincial Investment and Construction Project Management Board for Civil and Industrial Works to take the lead and closely coordinate with relevant units to carry out tasks such as: inspecting and assessing damage, selecting experienced, reputable, and capable contractors to organize repairs to the items while ensuring uniformity, quality, aesthetics, technical standards, and overall integration with the provincial multi-purpose gymnasium complex.

To date, after nearly a month of construction, the total volume of work has reached over 70%. Specifically, the air conditioning system supplying the stadium has been repaired and is undergoing a comprehensive inspection for trial operation on November 5th; the five units of the VRV central air conditioning system have been ordered and will be fully installed before November 25th. Regarding the steel structures and exterior cladding, nearly 70% of the work has been completed and will be finished by November 20th. Currently, contractors are focusing on repairing the roof, gypsum ceilings, glass doors, aluminum frames and entrance canopy, fire protection equipment, and renovating the stadium area.

Contractors are currently carrying out repairs to the steel structure and exterior cladding of the 5,000-seat multi-purpose gymnasium in Quang Ninh province.

According to representatives from the Provincial Investment and Construction Project Management Board for Civil and Industrial Works, the short timeframe for repairs and remediation, the highly specialized nature of the project, the use of many uncommon and unavailable materials requiring importation, and the lengthy construction period have created difficulties in the remediation and repair work. However, given the special significance of the upcoming events, which affirm the development, innovation, and prestige of Quang Ninh province in particular and Vietnam in general to international friends, the investor and contractors have made great efforts to find similar alternative materials; they have also increased working hours and shifts to continuously and simultaneously carry out construction on all items. According to calculations, the project will be completed by the end of November, ensuring the best conditions for hosting the Police Taekwondo Championship.

Typically, using imported replacement ECOPHON ceiling panels would not guarantee completion by November 2024. Therefore, the investor used gypsum board to replace the damaged panels. The plan involved segmenting the existing panels and replacing them in sections to ensure suitability for their intended use. Similarly, the aluminum cladding panels used to connect to the steel structure were connected using Hunter Douglas alloy connectors, which are no longer manufactured or distributed on the market. To meet the goal of bringing the building into use as soon as possible, the investor planned to use similar connectors, manufactured directly from solid aluminum. In addition, some alloy connector components (which were severely damaged by storms) were replaced with steel to ensure the load-bearing capacity of the connections (tensile strength tests showed that steel was more than five times stronger than aluminum alloy).

With a spirit of urgency and proactive recovery after the storm, the 5,000-seat multi-purpose gymnasium in Quang Ninh province will ensure timely completion and provide the best conditions for the Ministry of Public Security to organize the 2024 Police Taekwondo Championship; affirming the spirit of self-reliance, coordination, and successful organization of major national and international events.
