Dung Quat Port Border Guard Station received a notice via email from Pacific Trading & Logistics Company Limited that the STAR BUENO ship, over 291m long, 45m wide, piloted by Captain Bongcayao Robert Uy (Philippine nationality), carrying over 174,790 tons of iron ore from South Africa to Dung Quat Port, with 22 crew members on board, ran aground while anchored in Dung Quat waters.
Accordingly, at 6:15 p.m. on October 25, while anchored in Dung Quat waters waiting for instructions to enter the port, the officer on duty discovered that the ship's left anchor had drifted due to bad weather conditions. The officer on duty reported to the captain that at 6:40 p.m., due to strong winds and large waves, the ship could not maneuver even though the main engine had been started at full capacity.
At 8:00 a.m. on October 29, the ship refloated. The captain confirmed that water intrusion was detected in holds 1, 5, and 7, and the crew on board arranged mobile pumps to pump the water out.

Upon receiving the news, the Dung Quat Port Border Guard Station proactively coordinated with the Quang Ngai Maritime Port Authority and relevant agencies to grasp the situation related to the stranded ship STAR BUENO, and at the same time granted permission for the ships Dung Quat 06, Dung Quat 19, and Tien Minh to assist the ship.
Due to the influence of the monsoon, the Dung Quat sea area still has wind level 5, sometimes level 6 gusting to level 7, level 8, waves 2-3m high. Large capacity ships, transporting a large amount of goods in a state of severe damage, pose a risk of sinking, leading to oil spills and goods (iron ore) sinking into the sea.
To ensure safety and security for ships and crew members, Dung Quat Port Border Guard Station proposed that the Border Guard Command advise the Provincial People's Committee to direct the Quang Ngai Maritime Port Authority to coordinate with functional forces to proactively respond to maritime accidents and prevent oil spills in the Dung Quat Port area.
