As one of the pioneering localities, Thai Nguyen province has created positive impacts in administrative reform and improved the quality of public services.
Notably, on August 11, 2025, the province rose to the top position with a total score of 83.83 points, achieving high scores in most of the component criteria: Transparency (15.67 points); Resolution progress (19.45 points); Online services (13.98 points); Satisfaction level (17.86 points); and Document digitization (16.87 points).
This is a remarkable achievement in the context of the whole country accelerating the implementation of the Government 's Project 06 and national digital transformation programs. These figures reflect the synchronized efforts of the entire system, from institutional building to practical implementation.
In terms of openness and transparency, Thai Nguyen province adheres to the principle that all administrative procedures must be public, easily accessible, and readily searchable. All procedures are posted at relevant agencies and units and regularly updated on the Public Service Portal and the websites of departments, sectors, and localities. This approach helps citizens and businesses access information quickly, reduces ambiguity and overlap, and strengthens transparency and public trust.
The progress criterion achieved 19.45 points (almost perfect score), demonstrating the province's determination to shorten processing times. With procedures involving multiple levels and sectors, the progress monitoring system operates effectively, promptly reminding and correcting cases of delays. Many procedures have seen shortened processing times compared to regulations; some applications are even processed and results returned on the same day, contributing to increased satisfaction and strengthening the trust of citizens and businesses.
In the online services criterion, Thai Nguyen achieved 13.98 points thanks to its high rate of online public service provision. The province not only digitized processes but also strengthened guidance and support for people to use online services. Models such as "Community Digital Technology Teams" and "Saturday Volunteer Day to Support Administrative Procedure Resolution" have helped bring public services closer to people in remote areas, contributing to narrowing the digital divide.
The level of public satisfaction reached 17.86 points, clearly reflecting the province's efforts in improving service quality.
In the criterion of document digitization, Thai Nguyen achieved 16.87 points thanks to data synchronization, connection of professional software, and application of digital signatures. Electronic documents are centrally managed, helping to reduce paperwork, saving time and costs for both management agencies and citizens. Data sharing between departments and agencies shortens the time for processing procedures while ensuring accuracy and information security.
Just over a month after implementing the two-tiered local government model, the entire province received 72,284 administrative procedure applications, including 38,681 submitted online and 5,165 paid online. The rate of timely and early resolution reached 99.87%, clearly reflecting the decisive involvement of the entire political system with the motto of using people's satisfaction as a measure of success.
With a solid foundation and a commitment to continuous innovation, Thai Nguyen is gradually asserting its pioneering position in administrative reform and serving the people and businesses, contributing to building a democratic, transparent, and modern administration, aiming for sustainable development and prosperity of the locality.
